TDH – Due nuove figure – Iraq

La Fondazione Terres des Hommes Italia sta selezionando un/a Project Manager e un/a Child Protection/PSS Technical Advisor da inserire nella sua operatività in Iraq (Kurdistan). Scadenza candidature 28 aprile 2017

 

 

Project Manager
Duty station: Erbil, Kurdistan Region of Iraq
Type of employment: Full-time
Duration: 8 months, possible extension
Starting date: May 1st

 

Background
Terre des hommes Italy (Tdh It) is one of the main child protection actors in the Kurdistan Region of Iraq. Through its work, Tdh It is benefitting vulnerable children in camps and out of camps setting.
Currentlt, Tdh It is looking for a person who will manage a new intervention funded by UNHCR. The project will focus on general protection and legal assistance for IDPs people coming from Mosul and displaced in Salamya camp.

 

Requirements
At least 2 years of experience as project manager
Strong background in general protection including capacity to train the local staff;
Previous experience with UNHCR funded project and knowledge of the main UNHCR protection tools for assessment, monitoring and reporting;
At least 2 of year experience in managing multi cultural staff including staff selection;
Good capacity of liaising and interacting with different cultures and stakeholders (donor, local authorities, local staff, etc.);
Good negotiation skills and cultural sensitivity;
Capacity to adapt and to work under pressure and with close deadlines;
Capacity to adapt to security related constraints and restrictions (such as: curfew; no-go-areas etc.)
Ability to work in a group as team leader as well as team member;
Good reporting skills and demonstrated previous experience with project proposal writing, using the logical framework approach and result-based-monitoring;
Good capacity in budget planning and management;
Autonomous in the job, but at the same time open to suggestions and recommendations from the supervisor and the colleagues;
Previous experience in Middle East represents a strong asset;
Fluency in English, written and spoken is mandatory; Knowledge of Arabic is a strong advantage.

 

Responsibilities
Representation and strategic planning
Ensure Tdh It representation in the areas of activity before local authorities, partners and other stakeholders including in coordination meetings;
Ensure donor and organization’s visibility at field level, by applying visibility guidelines;
Ensure that the project developed is in line with Tdh It mandate and strategy;
Liaising with the local authorities/stakeholders in order to obtain the needed permissions to work in the area;
Ensure the implementation of the projects according to the log-frame and in coordination with the activities’ coordinators and the child protection team;
Follow up the adherence to the working plans defined and adjust accordingly;
Ensure an harmonized and efficient usage of the projects resources and assets;
Ensure global coordination and complementarity together with the other project managers;

 

Administration
Ensure that donor and TdH It procedures, guidelines and rules are followed;
Supervise that project documentation archive is kept in order and updated;
Ensure that the staff respect administrative procedures;
Ensure the budget expenditure according to the plan;
Ensure that the logistics supply plan is followed;
Check monthly staff payrolls;

 

Reporting
Develop a reporting schedule according to the deadlines agreed with the donor;
Draft donor narrative reports and coordinate with the Finance Officer regarding the financial reports;
Set up internal deadlines for data collection according with the M&E tools
Coordinate with the program manager and the other project managers for harmonization of reporting tools, their follow up and implementation and data collection;

 

HR management
Guide and support the staff in the area of activity by providing on-the-job training and advice and advocate for resources to be allocated to capacity building;
Ensure a positive working environment and good team dynamics (conflict solving attitude);
Undertake regular staff evaluation and share the appraisal with the line manager together with recommendations (change of position, dismissal etc.);
Conduct recruitment of field staff, ensure that recruitment procedures are followed ;
Authorize leaves according to the internal rules;

 

Security
Monitor the security situation in the area of activity and make recommendations to the CD/Deputy;
Act as security focal point for the area of activity;
Ensure the respect of the security guidelines in the area of intervention;
Ensure assets security, coordinate with the Admin department for insurance related issues;

Child Protection/PSS Technical Advisor
Location: IRAQ/ KRI
Start Date: ASAP
Period: 8 Months
Deadline for Application: 28th of April 2017

 

Project Background:
Terre des Hommes Italy is seeking for an Child Protection Manager to manage the activities of a Child Protection Unit in Kurdistan Region of Iraq and Ninewa area in Iraq- . TdH Italy has already ongoing projects focused on Child Protection through Psychosocial support activities conducted in a CFS

 

Responsibilities:
Effectively manage daily program, including planning, implementation, monitoring, evaluating, and reporting. Conduct routine project needs assessments and program reviews to ensure successful implementation and donor compliance
Provide direct technical support and capacity building to Tdh staff, in training development, in program implementation, , with support from Tdh expert and consultant .
In agreement with the TDH ITALIA Country representative , participate in relevant local coordination groups and share Information with the Country representative.
Strengthen inter agency collaboration and referral/counter referral
Support the project managers to increase the quality of PSS intervention with a special focus on children affected by the conflict and displaced experience and the role of psychologists in the child protection units. This include also capacity building and development of specific tools.
Inform his/her team about important cultural issues and sensitivities to consider in relation to PSS/protection to refugees and IDPs,
Contribute to the development and implementation of new CP interventions
Establish systematic data collection for reports.
-Take a lead in writing CP proposal and report to of all donor
-To maintain good communications and to coordinate with local authorities, and with other actors within the camp

 

SKILLS AND EXPERIENCE NEEDED
Significant experience on a similar position
Background in psychology, mental health or similar field
Outstanding personal resilience and experience from working in stressful situations
Demonstrated skills and experience with PSS project management
Training and supervision experience required
Strong organizational and supervisory skills
Capacity to create relationships with the communities
Honest, hard-working and a self-motivated person
Ability to work with minimum support
Reactivity, anticipation, adaptability and capacity to take initiatives to changing requirements
Good communication skills

 

Position Requirements:
A University or Master degree in, human rights, psychology, international law and/or another directly-related field in child protection is required.
A minimum of two year of relevant work experience in project management in child protection, and/or other related areas is required.
Prior experience at the international level and in Middle East or Humanitarian Crisis Areas is considered an asset.
Prior experience in education program development and management/humanitarian response in a UN system agency or organization is an asset.
Fluency in English (written & verbal) is required. Knowledge of Arabic, is considered an asset.
