Working context

WeWorld has been working in the Occupied Palestinian Territories since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.

WeWorld in oPt has 5 offices (Jerusalem, Ramallah, Hebron, Tubas and Gaza) and a Coordination office in Amman to coordinate the emergency response in Gaza.

Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others. With a people-centered approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt supports and guides the work of multiple agencies in Country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH (member of the Strategic Advisory Group), Education, Food Security, Shelter, Protection and Health. More recently, WeWorld has launched emergency operations and activities within Gaza to support the ongoing crisis.

Purpose of the Role

The Deputy Finance Manager Gaza is responsible for leading and coordinating all financial, administrative, and internal control functions to ensure effective, compliant, and timely implementation of project activities in Gaza. Working closely with the Operations Manager, the Procurement and Logistics Manager and the field team, and under the supervision of the Country Finance Manager oPt, the role ensures accurate budgeting, financial planning, and expenditure monitoring across Gaza operations.

The role oversees the application of financial policies, designs or adapts finance procedures, and ensures full compliance with WeWorld guidelines, donor requirements, tax regulations, and audit standards. It includes developing financial strategies, managing funding agreements, preparing proposals and financial reports, and coordinating monthly financial closure processes. Ultimately, the role safeguards financial integrity, transparency, and accountability to support high-quality Gaza response operations.

MAIN TASKS AND RESPONSIBILITIES

  • Work closely with the Operations Manager and Field Finance and Administration officers to support the implementation of the Project Activities
  • Plan operational and budget needs in coordination with the Country Finance Manager oPT and the Operations Manager
  • Provide training, tools and guidance to the finance and administration officers in the field to perform the financial tasks
  • Coordinate the implementation of Financial administrative protocols and procedures, ensuring compliance of administrative documents and their proper filing
  • Ensure proper implementation and respect of WeWorld policies and guidelines, design or adapt field policies and procedures for optimized management of financial resources
  • Support the definition of the financial strategy for Gaza operations, manage funding agreements with donors, and prepare proposals and financial reports
  • Train and coach finance staff and sensitize key executive staff on financial risks and responsibilities
  • Assess and mitigate financial risks, ensure internal control systems are in place, and promote financial ethics within the Gaza operations
  • Ensure compliance with tax and social security obligations and coordinate audits
  • Supervise and approve regular accounting, including monthly reconciliations, monthly and yearly closing of accounts, monthly journal entries
  • Supervise cash and bank balance checking process when closing the monthly accounts
  • Supervise the flow of administrative information from project partners and the compliance with MoU
  • Implement a field organizational set-up to meet financial obligations and mitigate risks
  • Supervise services contracts in coordination with the HR team, and ensure proper use of WeWorld resources and ethical expenditures
  • Collect and translate information into budgets
  • Perform internal controls/audits and support audits performed by donors
  • Manage accounting and financial operations for the Amman base, including payments, periodic reconciliations and account closures, ensuring compliance with administrative procedures and proper document filing

The duties and responsibilities set forth above are not exhaustive and the role-holder may be required to perform additional duties requested by the Line Manager.

Provide a proper handover before the end of the assignment.

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Degree in Economics, Political Science or related fields
  • Good knowledge of main donors’ administrative rules and procurement procedures (ECHO, UE, UN, AICS)
  • Knowledge of written and spoken English
  • Full professional competency in Microsoft Office Suite, especially Word, Excel and Outlook

Professional experience

  • At least 3 years of previous experience in relevant jobs
  • Experience working in a Humanitarian Emergency for an NGO and in setting up phase of Emergency interventions

WHAT WE OFFER

Type of contract: a 6 (six) months collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment) renewable, following positive evaluation and availability of budget

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract

Health insurance: covered
