Founded in 1950, Doctors with Africa CUAMM was the first NGO focused on healthcare to be recognized by the Italian government. It is now one of the leading organizations working to protect and improve the well-being and health of vulnerable communities in Sub-Saharan Africa.

The NGO promotes long-term health cooperation projects, intervening also in emergencies to ensure that services are available to all.

Doctors with Africa CUAMM is currently active in 11 Sub-Saharan countries: Angola, Burkina Faso, Central African Republic, Ethiopia, Ghana, Ivory Coast, Mozambique, Sierra Leone, South Sudan, Tanzania, Uganda.

The NGO supports public and non-profit hospitals, local districts, schools of nursing and midwifery, university faculties of medicine.

CUAMM’s action focuses on health system strengthening and targets the weakest population groups, particularly women and children. Interventions include prevention, screening and treatment programmes; development or strengthening of referral systems at community level; training of health staff; management support and technical assistance to local health institutions; field research.

Job position: Operations Manager

Location: Mozambique, Maputo

The Operations Manager will play a key operational and strategic role in the implementation of the project "HELP_Strengthening Emergency Medical Services in the Cities of Maputo and Nampula / AID 013522”, funded by the Italian Agency for Development Cooperation (AICS) and implemented in collaboration with a lead partner and other Italian and national partners.

Based in Maputo with direct oversight of local field operations, the Operations Manager will also ensure the strategic supervision and coordination of project activities in Nampula Province, working in close collaboration with the Project Assistant. Working with the Project Manager, the Operations Manager will drive the achievement of all target outcomes, maintain high implementation standards, and represent the organization in key technical and institutional working groups.

• Planning, implementing, and monitoring project activities across Maputo to ensure strictly timely delivery within approved chronogramme and budget frameworks.
• Supervising Nampula Field Activities by providing technical guidance to the project assistant.
• Collaborate with the Project Manager to monitor performance, track indicators, assess and mitigate operational risks.
• Ensuring the availability of project data and contributing to the timely elaboration of reports required by the donors
• Attending and actively contributing to technical working groups and coordination meetings
• Building and maintaining strong relationships with the Ministry of Health (MISAU), local health authorities and stakeholders.
• Participating in consortium meetings and collaborating with partner organizations to align strategies, share best practices, and avoid operational overlaps.
• Supervising operations across all services and functions outlined in the project
• Managing all operational aspects to achieve established project objectives, in particular supporting the operationalisation of the emergency operation center, ambulance management along project implementation,
• Recruiting,selecting and training project national staff, including MoH health staff
• Collaborating in defining the project procurement plan and closely monitor purchasing processes throughout implementation to ensure the timely and efficient supply of goods and services to operational facilities.

• University Degree in Engineering, Medicine, Nursing, or a related field
• Proven professional experience in Pre-hospital Emergency Medical Services and dispatch center
• At least 5 years of proven experience in managing operations and/or projects in the field of health cooperation; previous experience with projects funded by AICS represents a strong asset
• Previous field experience in Mozambique is strongly preferred
• Good knowledge of Portuguese and Italian
• High adaptability, problem-solving mindset, and resilience in complex working environments

TERMS OF CONTRACT

Type of contract: collaboration contract

Salary: TBD according to NGO salary grids and compensation policy (basic salary for the position, with possible increase based on professional experience)

Rest days: 2.5 days for each month of work

Flight ticket: one return flight

Medical provisions: the NGO provides health insurance and covers vaccination costs

Visa and permits: the NGO bears the cost and paperwork for visa and work/residence permits

Accommodation: provided by the NGO, it can be individual or shared, depending on the logistical situation, the availability at the workplace and the available budget.

Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker
