General context of the project
Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. This has allowed humanitarian actors like INTERSOS to maintain uninterrupted access and expand services in areas that were previously hard to reach. Despite this progress, the humanitarian situation remains critical, with millions of Afghans continuing to face acute vulnerabilities due to prolonged economic hardship, natural disasters, and limited access to essential services.
In 2025, more than half of the population is in need of humanitarian assistance, with food insecurity, child malnutrition, and displacement remaining key concerns. Natural disasters, such as floods and recent earthquakes, have further compounded the needs of already struggling communities.
INTERSOS continues to operate through a community-based approach with field bases in Kabul, Kandahar, and Zabul, delivering primary healthcare, nutrition, and protection services with a focus on women, children, and persons with disabilities. The organization enjoys strong community acceptance and collaborates closely with relevant national authorities, including maintaining the full participation of female staff in all activities.
While the operational environment is largely stable and conducive, funding shortfalls and systemic barriers such as restrictions on financial flows and administrative bottlenecks continue to impact the scope and scale of humanitarian response. Sustained support is crucial to ensure the continuity of life-saving services and to address the urgent needs of Afghanistan’s most vulnerable populations.
General purpose of the position
Work in close collaboration with the medical department in the Afghanistan mission to contribute to reduced maternal and neonatal morbidity and mortality by providing technical support to ensure that reproductive health package, including Basic Emergency Obstetric and Newborn Care (BEmONC), respect international standards and are in synergy with primary health activities in line with INTERSOS SOP on SRHR.
Main responsibilities and tasks:
- Collaborates closely with the mission staff (Medco, program Co and PMs) in planning, supervising, evaluating, monitoring the technical activities in line with the policies, procedures, guidelines, and SOP designed on SRHR.
- Ensures capacity building for technical staff (Midwife Activity Manager, Midwifes, Nurses) appointed to the reproductive health activities in line with the policies, procedures, guidelines, SOP designed for field staff on sexual and reproductive health and rights.
- Provides support to SRH staff, monitoring, and capacity building by ensuring field visits and supervision in implementing technical activities in Kabul, Kandahar, Uruzgan and Zabul provinces.
- In collaboration with Logistic, pharmacy and Medco, in line with INTERSOS SRHR SOP, support reproductive health services by supporting procurement and management of reproductive health commodities, supplies, medications.
- Ensures integration of SRH activities with Nutrition, MHPSS and Protection activities.
- In collaboration with the medical department contribute to reporting, concept notes and proposal narratives.
- Collaborate with program managers to track the progress of activities’ implementation and budget utilization.
- Collaborate with Medco and the HR department to guarantee the respect of standard Job Descriptions for SRHR staff and support in recruitment.
- Support on the MEAL component for SRH to review and analyse data for performance monitoring of indicators and in the use of need assessment tools in line with INTERSOS SOP.
- Ensures data management and analysis on SRHR are in line with the standard design.
- Actively represents INTERSOS in the RMNCAH technical working group meetings and engagements.
Required profile and experience
Education
- Bachelor Degree in Midwifery or Equivalent
- Advanced Degree in any Health field (Medicine, public health etc.,) is an added advantage
Professional Experience
- Strong knowledge and expertise in Comprehensive Reproductive Health with at least five years’ experience, 2 years supervising SRH activities.
- Work experience in Health in emergency response projects is preferable.
- Proven previous experience working for an international NGO.
Professional Requirements
- Competency across MS word, MS Excel, MS PowerPoint and internet
Languages
- Fluency in English is mandatory
- Afghanistan local languages (Dari and Pashto) will be an added value
