Context Presentation: Un Ponte Per ETS (UPP) is an international humanitarian organization, with Headquarters in Italy. Originally named Un Ponte Per Baghdad (A Bridge to Baghdad), the association became Un Ponte Per after the extension of its work to other Mediterranean countries. UPP ETS is currently active in Iraq, Syria, Jordan, Lebanon, Palestine, Serbia, Kosovo, Tunisia, and Ukraine alongside civil society organizations, with a strong localization approach. UPP strongly rejects war as a solution to international and national conflicts. It exerts relentless efforts with the ultimate objective of preventing armed conflicts and developing more equal and peaceful coexistence. The NGO acts through awareness campaigns, cultural exchanges, humanitarian and development projects, peacebuilding programs, and the creation of social justice networks. In Italy and in Europe, UPP works to promote peace and disarmament, human rights, refugees and migrants ’ inclusion, and ecological transition. In Jordan, it has been active since 2005 with a strong focus on the protection of women and girls including Gender Based Violence (GBV), Child Protection (CP), and Psycho-social support (PSS) targeting the most vulnerable refugees, host community members and persons with disabilities (PWDs). Project brief: The project is funded by the Italian Cooperation Agency (AICS) .
The project seeks to promote the protection of the most vulnerable groups among refugees and host communities in the governorates of Zarqa, Amman, Mafraq, and Irbid in Jordan, through an integrated framework of protection, assistance, empowerment, and social inclusion, with a focus on women, girls, children, and persons with disabilities. The activities planned will address protection needs at the individual, group, and community levels, providing support and opportunities for economic empowerment, while working to strengthen the protection capacities of local communities. Through a collaborative and integrated approach, the partners will strive to generate positive and lasting impacts, while seeking to alleviate the immediate effects of the ongoing emergency, ensuring the safety and fundamental rights of vulnerable populations, preventing violence, abuse, and discrimination, and strengthening communities’ capacity to recognize and respond to protection needs.
Organization setting: the appointed Project Officer will report to the Program, Protection and Administrative Desk Officers for matters related to the day-to-day management of his/her tasks, and to the Country Representative for legal and security issues.
Key Duties and Responsibilities:
Project Cycle Management
- Oversee the on-site execution of project planning, implementation, and monitoring activities, ensuring they comply with the procedures of UPP and donor guidelines.
- Lead coordination and maintain regular updates on Project Cycle Management (PCM) tools
- Supervising and reviewing the monitoring and evaluation plan (MEAL), activities, tools, and results.
- Support implementing partners in preparing periodic technical reports on project progress, administrative management, and impact assessment, in accordance with UPP program tools and donor guidelines.
- Supervise, train and mentor project staff, in coordination with technical teams to deliver prevention and response activities.
- Devise and execute capacity building project plans including managing technical expert/trainers and local staff in coordination with CR, Protection Desk and technical specialists.
- In coordination with implementing partners, prepare project financial reports, with support from the local Finance Officer and administrative HQ office in Rome.
- Oversee the implementation of project visibility and communication activities, in liaison with the communications office in Rome and with donor structures in the field.
- Carrying out regular field visits to supervise the implementation of the activities.
- Lead on the preparation of possible project modification requests to the donor.
- Maintain regular coordination with the Consortium focal points and with the Italian Agency for Development Cooperation.
- Lead field efforts in the development of proposals, budgets, and concept notes in coordination with HQ Desk Officers.
- Contribute to the formulation of the national strategy for the respective area of intervention.
- Ensure UPP Code of Conduct, Policies and guidelines are applied to UPP ETS, partners and contractors including Prevention of Sexual Exploitation and Abuse (PSEA) and Child Safeguarding, Anti-Fraud and Corruption.
- Supervising the correct implementation of UPP and partners project FRCM and safeguarding as well as maintaining up to date risks and programme adaptations in line with do no harm principle in coordination with MEAL and Protection teams.
Financial and Administrative management
- Manage project financial resources in line with UPP procedures, donor requirements, and approved budgets, coordinating with Admin to ensure timely fund availability and supporting technical staff on financial matters.
- Ensure timely procurement of goods and services for project activities, coordinating with the Logistics department to guarantee compliance with internal and donor procurement rules.
- Contributing in the selection of local or international staff to deploy in the project, in coordination with HR Department and in line with the procedures provided by UPP HR Manual.
- Managing project staff according to UPP Staff Handbook and coordinating staff movements.
- Managing partnerships in line with MoU and UPP CR and HQ guidance and Policies.
- Support activities to secure co-financing and ensure the long-term sustainability of Un Ponte Per ETS's mission in Jordan, including complementary project actions.
Reporting
- Ensuring complete and accurate quarterly, interim and final reports are submitted timely according to donor’s requirements. If needed, write further periodic reports for internal and external use.
- Overseeing financial reporting in a timely and accurate manner in coordination with the Admin department.
- Guaranteeing quality reporting from partners is timely and accurate.
- Ensuring that the overall relevant project documentation (legal, financial, HR, MEAL, etc.) is compliant with UPP standards, up to date, accurate, well stored and organized, available, and easy to consult at any time.
Coordination
- Maintain consistent coordination with partners, contractors, and stakeholders via regular meetings, field visits, and active information sharing.
- Ensure continuous, accurate, and collaborative communication across operational, technical (i.e. Protection), and HQ teams, guaranteeing timely availability of information on project progress, critical events, bottlenecks, and financial updates.
- Participation in coordination meetings and relevant clusters and working groups of interest concerning the project’s activities.
- Maintaining and developing relations with local institutions, humanitarian agencies, NGOs, and donors, in coordination with the Country Representative.
- Contributing to the development of UPP’s Country Strategy.
- Maintain periodic coordination contacts with the Italian Agency for Development Cooperation (AICS) in coordination with UPP HQ and develop proposals for strengthening of the ongoing strategies.
Project development
- Participating in the elaboration of new project proposals and concept notes (elaboration of the project idea, stakeholders’ engagement and involvement, etc.).
- If needed, contributing to the elaboration, coordination and implementation of need assessments.
- Contributing to the writing of high-quality concept notes and project proposals.
Other
- Responsible for promoting the visibility of the project and the visibility of the organization, in collaboration with the relevant departments and consortium partners.
- Carrying out other activities related to programs of interest to the organization in the area requested by HQ.
ESSENTIAL REQUIREMENTS:
- Master’s degree (Political Science/International Relations; International Cooperation and Development; Social Sciences, Africa, Asian, or Arab Studies; Economics/Development Economics; Law/International Law, or related fields).
- At least 3 years since graduation.
- At least 2 years of experience in similar roles at other Italian or international NGOs.
- At least 1 year of work experience in managing emergency projects in developing countries or other countries potentially eligible for such interventions.
- Proven communication and behavioral skills to work directly with affected communities and local partners;
- Experience in the administrative and accounting management of projects.
- Excellent knowledge of project cycle management.
- Knowledge of the guidelines of major funding agencies (MAECI, EU, AICS, UN, etc.).
- English language proficiency at least at CEFR level B2; Italian language proficiency at least at CEFR level B2.
- Excellent knowledge of computer software (Word, Excel, PowerPoint, Outlook)
UPP requires criminal background check certificate (released max 3 months before the date of job offer) to confirm a job offer. We are aware that in some countries the release of criminal background certificate by the competent authorities might require several weeks. However, UPP runs selections to deploy staff in emergency programs and time-lapse between job offer and field deployment is often very short. Thus, we kindly ask all candidates to get prepared on time and be able to submit their certificate promptly in case of success in the selection.

- Proven experience and knowledge of protection programs
- Previous experience working in tight coordination with local CSOs
- Previous experience in the Jordanian context or Syrian refugee crisis context
- A fluent level of Arabic

- Regional and cultural knowledge and sensitivity
