The Project Manager is responsible for the implementation of one project (AICS funded), which aim is to contribute to strengthening the individual and collective resilience of the beneficiary communities of Dwelaa, Kashkoul, Lattakia, Safita, Sweida, and Kasab through equitable and inclusive access to basic and health services, protection services, and safe spaces.

He/She will be responsible of planning, coordinating and supervising all project’s activities, ensuring coordination with partners, staff management, monitoring of progress and results, and full compliance with donor requirements, to contribute to improve the health and protection of women, youth, and vulnerable groups in Syria. 

Monthly net salary: 1.900-2.100 Euro

Reporting to: Head of Programs/Country Representative

Main tasks and responsibilities:

  • Organize and plan project implementation, including the development of workplans and field monitoring plans.
  • Develop a robust system for documenting project activities, outcomes, and best practices; establish regular project reviews and evaluations to identify lessons learned and areas for improvement.
  • Maintain and monitor project plans, expenditures, and budgets meticulously, ensuring alignment with the approved timeline and strict adherence to AVSI and donor procedures.
  • Facilitate effective communication, coordination, and cross-cutting activities among different sectors/departments (MEAL, Communication, Operations, Logistics) to ensure seamless project implementation.
  • Collaborate and coordinate with the Donor, as well as with local authorities, in line with project guidelines agreed with the Head of Programs and the Country Representative; provide support during donor visits to showcase project progress and impact.
  • Organize regular field visits and spot checks to monitor project activities, promptly addressing challenges to ensure successful project implementation. Assess satisfaction levels among beneficiaries, local authorities, and stakeholders, using feedback to improve project outcomes.
  • Supervise staff activities to ensure proper implementation within the established timeline, with careful attention to beneficiary selection.
  • Identify training needs among project staff and collaborate with HR to facilitate capacity-building initiatives.
  • Prepare project reports (monthly, interim, and final) and any other reports required by donors, including the preparation of potential cost or no-cost project extensions.
  • Ensure results dissemination through the collection and archiving of communication materials illustrating project implementation (before/after intervention) and project-related information, in coordination with the Communication Department.
  • Participate in sectoral coordination meetings (in particular Health Cluster) and report to Management.
  • Participate in relevant cluster meetings and report to the Country Representative, Head of Programs, and all concerned staff.
  • Participate in internal AVSI events and meetings for action monitoring or results dissemination, as requested by the Country Representative, Regional Office, or HR.
  • In close collaboration with the Head of Programs, maintaining and strengthening relationships with potential local and international partners, organizations operating in the area, and relevant coordination fora (clusters, working groups, bilateral meetings).
  • Collaborate closely with the Programs Department in the development of concept notes and full project proposals, contributing to needs analysis, definition of objectives and expected results, logframe development, and identification of activities in coordination with partners and local stakeholders.

Essential Requirements

  • University degree in International Cooperation, Economics, Social Studies, or related fields.
  • A Master’s degree is considered an asset.
  • Minimum 2 years of experience in project management or project coordination in international cooperation contexts.
  • Preferred experience in health and protection programmes.
  • Experience managing donor-funded projects (EU, AICS, UN, or similar), including reporting, budgeting, and compliance.
  • Experience working with local authorities, CBOs, community groups, and private sector partners. 
  • Familiarity with protection approaches.

Other required skills and experiences:

  • Ability to articulate and coordinate effectively with government entities, local and international NGOs, and other stakeholders.
  • Previous experience in the Middle East is an asset.
  • Experience in project development, including knowledge of Project Cycle Management (PCM).
  • Excellent command of Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Excellent written and spoken English; knowledge of Italian is an asset.
  • Ability to communicate effectively with diverse groups, including community members, youth, local authorities, and private sector actors.
  • Knowledge of Arabic is an asset.
  • Strong reporting and teamwork skills.
