We are looking for a dynamic and passionate individual to join our Democratic Republic of the Congo team as Country Program Coordinator.
Aim of the position: the Program Coordinator works in conjunction with other members of the programs team to administer the portfolio of grants for AVSI DRC. Primary tasks range from grants management to the review and analysis of funding requests while actively contributing to the overall growth and strategic development of the organization as well as ensuring quality implementation of projects. This position requires a high degree of confidentiality in dealing with personnel, programmatic, and finance matters. He/She must be friendly, courteous, and have a professional approach towards donors, staff and stakeholders.

Reporting to:
- Directly report to the Country Representative (1st Supervisor) and to the Regional Program Manager (2nd Supervisor)
- Functionally report to donor/thematic focal point/s for each specific sector and donor.
Main tasks and responsibilities:
Business development, projects implementation and management
- Supervise and have the final responsibility for the implementation of all the project activities in accordance with the projected/approved proposal, budget, financial planning and time schedule in respect of AVSI procedures
- Supervise and contribute for the achievement of all project targets and key performance indicators
- Promote nexus and synergy with other national and international projects, programs, interventions AVSI strategic plan and priorities
- Review and supervise the elaboration of reports according to AVSI procedures (including the collection and verification of the relevant project documentation) and strategic documents as required by AVSI, local authorities and the donor
- Periodically interact with HQ focal points for coordinating and sharing new strategies, innovations, lessons learnt, criticalities, trainings, workshops etc, including regarding donor and partner relations
- Periodically interact with regional staff for follow-up and planning on program department duties
- Identify new funding proposals also with other donors and program in the country
- Ensure an efficient communication and collaboration among all departments, by fostering knowledge sharing, joint planning exercises, as well as the follow up of interdepartmental work plans
- Supervise and support staff on the implementation of AVSI procedures related to project design, business development and projects implementation and related tools
- Support yearly strategic planning for business development, projects design and projects implementation.
MEAL – in coordination with the MEAL department
- Ensure quality and sustainability of project results through strategic and operational planning, monitoring, evaluation, accountability and learning (continuous improvement), including by making use of established tools
- Ensure systematic and evaluation and learning activities of ongoing project
- Ensuring program development is linked to lessons learned and evaluation from previous actions
- Promote project staff’ involvement in MEAL activities, in particular the direct/automatized monitoring of activities as well as the reflections on lessons learned and participatory project evaluation
- Share within AVSI worldwide network the most significant experiences and lessons learnt together with the thematic focal point.
Communication – in coordination with the communication department
- Support the local Communication Officer in gaining a thorough understanding of the projects and their implementation status and facilitate effective collaboration with the Project Managers and various departments, ensuring their regular participation in scheduled meetings
- Ensure that the local Communication Officer and DCOG are involved in communication-related components during the project proposal development process
Operations – in coordination with the operations department
- Be responsible for the compliance with all AVSI and donor procedures for those projects that will follow under his/her direct management (especially concerning procurement, logistics, safety and administration of project) in cooperation with Operations Manager and Country Representative
- Supervise the compliance of the country project portfolio with AVSI and donor policies and procedure, flagging relevant issues to OM and/or CR.
HR – in coordination with the HR department
- Contribute to the recruitment, orientation, training and coaching of program’ staff; and to the professional development of projects’ staff, strengthen their capacity, autonomy and sense of responsibility, support the elaboration and implementation of development plans for program staff
- Participate as feedback provider in the appraisal process for key program staff.
Other
- Represent AVSI in relevant sectorial coordination structures (i.e. Clusters) and other meetings at provincial/national level
- Maintain and develop proactive relationships with partners, local authorities and with all stakeholders involved
- Carry-out any other duties and/or responsibilities assigned by the supervisor.
Essential Requirements
- Bachelor’s degree in Development studies, Political Science, International relations or related fields
- Master’s degree in relevant field would be an added advantage
- Minimum 5 years of progressive experience in project management and coordination, preferably within INGOs, international organizations, or complex operational environments
- At least 3 years previous field experience in an NGO, ideally in a similar role
- Experience supporting multi-country or remote teams is a strong advantage
- Fluency in French language, and strong working knowledge of English.

- Computer skills: Strong knowledge of the main Office IT tools
- Demonstrated strong ability to coordinate and manage multiple teams, partners and maintain strong relationships with government entities, donors, and other stakeholders
- Strong experience and familiarity of working with M&E systems and approaches
- Strong planning, management and coordination skills, with the ability to organize a workload comprised of varying and changing tasks and responsibilities
- High level of discretion, integrity, and professionalism
- Excellent interpersonal and communication skills
- Ability to work independently and manage competing priorities
- Comfortable working in a growing, evolving organizational environment.
