Founded in 1950, Doctors with Africa CUAMM was the first NGO focused on healthcare to be recognized by the Italian government. It is now one of the leading organizations working to protect and improve the well-being and health of vulnerable communities in Sub-Saharan Africa.

The NGO promotes long-term health cooperation projects, intervening also in emergencies to ensure that services are available to all.

Doctors with Africa CUAMM is currently active in 9 Sub-Saharan countries: Angola, Ethiopia, Ivory Coast, Mozambique, Central African Republic, Sierra Leone, South Sudan, Tanzania, Uganda.

The NGO supports public and non-profit hospitals, local districts, schools of nursing and midwifery, university faculties of medicine.

CUAMM’s action focuses on health system strengthening and targets the weakest population groups, particularly women and children. Interventions include prevention, screening and treatment programmes; development or strengthening of referral systems at community level; training of health staff; management support and technical assistance to local health institutions; field research.

CUAMM's international and national staff work together on the front line to strengthen local health systems, in resource-limited contexts where the commitment and contribution of the individual can make a real difference.

Job position: Project Officer

Location: Rumbek, South Sudan

Duration: 12 months

Purpose of the role

The Project Officer will provide support for the implementation and reporting of activities under the project “Rafforzamento della risposta alla malaria in Sud Sudan con interventi basati sull’evidenza che migliorino qualità e efficacia dei servizi sanitari / AID 12596/03/2”, funded by the Italian Agency for Development Cooperation (AICS) and implemented in collaboration with an Italian University - the project's lead partner - and the National Malaria Control Programme (NMCP).

Key duties
  • Monitoring monthly project progress and expenditures using dedicated management tools.
  • Supervising and managing administrative and financial tasks, including petty cash, accounting software updates, bank reconciliations, financial documentation control, and monthly fund requests in compliance with donor and NGO procedures.
  • Implementing the procurement plan by managing purchases and ensuring staff adherence to established procurement procedures.
  • Organizing and managing the distribution of project materials, in collaboration with the logistics staff.
  • Providing operational and logistical support to lead partner staff missions and field activities within the project area, collaborating with technical and logistics teams.
  • Coordinating operational and logistical support for missions by the NMCP and National PH Laboratory staff within the project area.
  • Facilitating NGO project activities under the guidance of the Technical Research Advisor
  • Assisting the Technical Research Advisor and the lead partner in monitoring long-term data collection at target health facilities, in collaboration with local counterparts.
  • Providing quarterly updates on project financial progress.
  • Preparing and submitting periodic financial project reports.
  • Supplying the Technical Research Advisor with field implementation data to support the drafting of quarterly narrative reports.
  • Facilitating periodic update and project review meetings with the coordination staff.
  • Supporting the Technical Research Advisor in drafting project amendment proposals
  • Overseeing the administrative and logistical management of staff assigned to the project.
  • Supporting the management of collaboration agreements with local researchers and facilitators.
  • Managing payment agreements and incentive disbursements for health staff assigned to Rumbek State Hospital in support of project activities.

Requirements

  • University degree in Economics, Political Science, or Social Sciences
  • Previous experience in managing international cooperation projects, including activity planning, coordination, and administrative/financial management. Previous experience in South Sudan, consortium management, or managing projects funded by AICS will be considered a strong asset.
  • Proven ability to coordinate working teams in security-sensitive contexts, with strong problem-solving skills.
  • Excellent written and spoken English and Italian.
  • Proficiency in computer skills (MS Office Suite).
  • Outstanding relational and communication skills, both for institutional partnerships and interpersonal relations

TERMS OF CONTRACT

Type of contract: collaboration contract

Salary: TBD according to NGO salary grids and compensation policy (basic salary for the position, with possible increase based on professional experience, plus country risk allowance)

Rest days: 2.5 days for each month of work

Flight ticket: one return flight

Health issues: the NGO provides health insurance and covers vaccination costs

Visa and permits: the NGO bears the cost and paperwork for the entry visa to the country of service, any professional registration, work and residence permits

Accommodation: provided by the NGO, it can be individual or shared, depending on the logistical situation, the availability at the workplace and the available budget.

Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker

R&R: 1 week of rest every 11 weeks of work, with allowance to cover costs
