Country Representative and Project Coordinator GHANA – ACCRA Project
Context
ACRA is an independent and secular non-governmental organization that works side by side with communities in Europe, Africa and Latin America, implementing international cooperation projects with the aim to uphold fundamental rights and support an inclusive and sustainable growth. ACRA also supports integration projects as well as sustainable agricultural models and the development of a more active and conscious/aware citizenship.

Role: Project Manager and Country Coordinator
Place: Accra, Ghana, with the possibility of going on missions in areas of intervention, Volta Region

The selected candidate will fulfil a dual function: Project Manager concerning the ROOTS project and Country Coordinator, in order to ensure ACRA’s strategic leadership in Ghana.
ROOTS Project – Opportunities to strengthen local agri-food value chains, agroecology and school farming across the Volta Region – is funded by CIHEAM Bari (and ACRA results as a partner of the leader VIS). The project engages across the Volta Region, within the North Tongu and Central Tongu districts, with the aim to develop and strengthen local agri-food supply chains, agricultural and educational facilities and build on the communities and institutions’ skills. The initiative, through accurate investments and operational partnerships among Italian and Ghanaian actors, acts on the main themes concerning local food-farming systems: schools, agri-food supply chains, micro/small and medium enterprises.
Regarding the Project Manager role:
- Set up the Project Team
- Coordinate the technical and administrative team on site; ensure the correct implementation of activities from both main branches of the project, which involve the reinforcement of urban and peri-urban agri-food systems within Grand Ouaga and the sustainable management of natural ecosystems.
- Ensure operational coordination among partners, with ACCRA and Volta Region local authorities as well as local institutional entities.
- Prepare and manage financial and non-financial reporting timelines/work plan activities for the lead partner and donor.
- Supervise and evaluate the system, together with MEAL Manager.
- Manage relations with target communities.
- Supervise the whole project staff regarding all operational and preparation aspects
- Represent the project during international cooperation round tables within the Country, ensure the visibility of the initiative and respect the donor’s guidelines concerning communication and visual identity.
Regarding the Country Coordinator role:
- Legal representation: represent ACRA in front of national authorities, international donors and in case of coordination and cooperation issues
- Monitoring: be in charge of the monitoring and context analysis in the Country through the consolidation of institutional contacts and coordination. Ensure a comprehensive approach to the development and implementation of projects and programs. Through recurring visits across intervention areas (as long as ACRA security policies allow it), assess the activities’ quality in compliance with internal and external norms, ensuring also the observance of ACRA’s ethical principals in the pursuit of the expected results.
- Strategic development: monitor priorities and intervention strategies of the main donors in the Country. Ensure the observance of ACRA’s internal procedures, as well as the donors and local institutions ones. Identify new funding opportunities and manage the writing process of new proposals in line with national and regional strategies. Manage and monitor, together with the Human Resources Manager, the assessment process of national and international staff performances.
- Ensure the observance of organizational values, PSEA policies, the ethical code, the management model, and ensure control over ACRA organization and its procedures.
- Security management, take care of: managing staff security within the Country, developing a National Security Plan; ensuring compliance with procedures, monitoring how the context evolves, analysing and formulating recommendations. Ensure constant communication towards the Headquarters
- Supervision: define and implement national rules and monitor coordination annual budget.
Required skills:
- Master’s degree in line with the vacancy (cooperation, international relations, economics/project management, agronomy, agroecology and environment).
- At least 3 years of experience in program coordination roles within international cooperation:
- Prior experience in NGOs
- Experience related to managing conspicuous funds and international donors
- Professional experience across West Africa
- Skills in managing funds: proven experience in managing and reporting procedures of the main institutional donors, especially AICS and the European Union (EU).
- Language skills: excellent proficiency in English (written and spoken), non-negotiable for the drafting of official documents and institutional Reports.
- Security management: proven experience in security management within fragile contexts; familiar with PSEA protocols (Protection against Exploitation and Sexual Abuse)
- IT skills: knowledge of the main IT tools (suite Office)
Soft Skills:
- Leadership and strategy: ability to manage multidisciplinary teams and actively contribute to the growth strategy of the organization in the Country.
- Networking: excellent communication to interact with a large number of interested entities (institutions, civil society, local and international partners).
- Problem solving: able to work under pressure, manage strict deadlines and be autonomous within complex contexts.
- Context analysis: in-depth-knowledge of socio-political dynamics of Ghana or the Sahel Region.
Desirable skills:
- Training, update courses and master’s degrees in technical disciplines related to agroecology, agronomy and agri-food supply chains
- Experience in Ghana and/or across the target region
- Command of Italian
- Command of French
