Founded in 1950, Doctors with Africa CUAMM was the first NGO focused on healthcare to be recognized by the Italian government. It is now one of the leading organizations working to protect and improve the well-being and health of vulnerable communities in Sub-Saharan Africa.

The NGO promotes long-term health cooperation projects, intervening also in emergencies to ensure that services are available to all.

Doctors with Africa CUAMM is currently active in 11 Sub-Saharan countries: Angola, Burkina Faso, Central African Republic, Ethiopia, Ghana, Ivory Coast, Mozambique, Sierra Leone, South Sudan, Tanzania, Uganda.

The NGO supports public and non-profit hospitals, local districts, schools of nursing and midwifery, university faculties of medicine.

CUAMM’s action focuses on health system strengthening and targets the weakest population groups, particularly women and children. Interventions include prevention, screening and treatment programmes; development or strengthening of referral systems at community level; training of health staff; management support and technical assistance to local health institutions; field research.

CUAMM's international and national staff work together on the front line to strengthen local health systems, in resource-limited contexts where the commitment and contribution of the individual can make a real difference.

Job position: Project Admin/Finance Officer

Location: Nampula, Mozambico

Duration: 12 months

Purpose of the role

Working closely with the Project Manager, the Project Admin/Finance Officer will oversee the administrative management of the project "HELP_Strengthening Emergency Medical Services in the Cities of Maputo and Nampula / AID 013522", funded by the Italian Agency for Development Cooperation (AICS), ensuring compliance with administrative and procurement procedures, preparing financial reporting, and supervising the management and maintenance of accounts by local accountants.

Key duties
  • Ensuring that documentation of expenses (invoices, payment receipts) and financial transactions (bank transactions, currency exchanges) is correct for reporting purposes, in line with donor procedures and CUAMM internal procedures
  • Managing project bank accounts, transfers, currency exchanges, and monthly bank reconciliations
  • Maintaining up-to-date project accounting and ensuring proper archiving of all financial documentation
  • Monitoring budget consumption against activity progress, forecasting expenses, and flagging variances
  • Supporting the Project Manager in budget amendments and quarterly fund requests
  • Supervising admin national staff
  • Guaranteeing that projects activities are properly documented
  • Preparing administrative and financial documentation for internal/external audits
  • Supporting the Project Manager in financial reporting
  • Supporting the Project Manager in the administrative management of local staff and taking care of their contracts

Requirements

  • Degree in Accounting, University Degree in Economics or equivalent title
  • Good knowledge of Portuguese
  • Good knowledge of Italian
  • Mastery in using accounting applications
  • Previous experience in admin/finance management of international cooperation projects in fragile countries and/or low resources settings
  • Good knowledge and experience with AICS procedures and financial reporting rules will be considered an asset
  • Problem-solving aptitude and organizational skills

TERMS OF CONTRACT

Type of contract: collaboration contract

Salary: TBD according to NGO salary grids and compensation policy (basic salary for the job position, with possible increase based on professional experience)

Rest days: 2.5 days for each month of work, for contracts longer than 4 months

Flight ticket: one return flight

Medical provisions: the NGO provides health insurance and covers vaccination costs

Visa and permits: the NGO bears the cost and paperwork for the entry visa to the country of service, any professional registration, work and residence permits

Accommodation: provided by the NGO, it can be individual or shared, depending on the logistical situation, the availability of accommodation in the duty station and the budget available

Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker
