Finance Manager
Location: oPt – Ramallah
Starting date: 24th September 2017

Job Description
GVC has been active in the occupied Palestinian Territory (oPT) since 1992; historically has implemented activities including rehabilitation and provision of WASH assets and infrastructures; rehabilitation and provision of livelihoods assets; reinforcement of health and education services; supporting good governance. Currently GVC works in both humanitarian aid and development, aiming to:
Provide access to basic services and available natural resources.
Strengthen the protection of vulnerable communities through an integrated community-based approach.
Enhance socio-economic development.
At present, the main donors are Italy (AICS), Belgium (DGD), the EU (DG ECHO), UNICEF and Italian Decentralized Regional cooperation.
Within this framework, GVC recruits a Finance Manager who will be responsible to coordinate the administrative department in GVC country coordination office in Ramallah with frequent missions in the operational offices based in Hebron and Gaza.

 

Main Responsibilities
General Administration:
Track and manage deliverables and timelines related to grants, contracts, vendors, and partners;
Monitor grant administration to ensure compliance with reporting and expenditure requirements;
Supervise compliance of administrative documents and their proper filing;
Ensure the smooth flow of administrative information and data to the HQ;
Supervise flow of administrative information from project partners and the compliance with MoU;

 

Accounting:
Supervise and approve regular accounting, including monthly reconciliations, monthly and yearly closing of accounts, monthly journal entries;

 

Financial Reporting:
Prepare financial reports in coordination with HQ;
Supervise and approve annual financial report;

 

Budget and planning:
Collaborate with the Country Director, Sectors Coordinators and Project Managers to develop budgets;
Collaborate with the Project Managers and Sector Coordinators to monitor actual and forecasted expenses against budget to avoid under and overspending on the projects;
Monitor financial flows of the projects;
Coordinate the preparation of core budget of GVC in OPT;

 

Audit process:
Collaborate to the management of financial audit performed on the projects;
Supervise yearly financial audit on general accounting for local authorities;
Prepare information and be directly responsible for any assessment/audit performed by donor on GVC administrative procedure;

 

Procurement:
Check the proper filing of procurement procedures;
Collaborate with the Project Manager to update procurement tables;

 

Procedure:
Design and implement administrative routines, procedures, and systems to increase efficiencies;
Ensure compliance with and develop procedures to implement organizational policies;

 

Operational:
Supervise administrative and finance local personnel to complete routine tasks and provide for their capacity building;

 

Human resources:
Participate in analyzing staffing needs & costs, compensation & benefits, and performance review practices;
Supervise compliance with all GVC employment regulations relating to payroll, health insurance, work insurance, and employee benefits;
Support Country Director to monitor and revise where necessary salary scale.

 

Required qualifications and experience
Education:
Bachelor’s degree or higher in Accounting, Business, Management, Finance, or in another field if combined with deep relevant experience

 

Experience:
A minimum of 3 years of progressive experience in finance, administration, budget, business administration or related field is required;
Experience in budget preparation, budget monitoring and analysis are required.
Experience in project or program management of development or humanitarian projects is also required;
A minimum of 1 year of work in developing countries is required;
Knowledge of administrative and financial procedures of EU, UN and Italian Ministry of Foreign Affairs is an asset;
Excellent verbal and written communication, interpersonal and team skills;
Capacity to work under stress;
A good problem-solver with demonstrated resourcefulness in setting priorities and creating efficiencies;
Ability to take initiative, integrity, credibility and a desire to increase responsibilities and develop leadership skills;
Excellent computer skills including full working knowledge MS Office, and Internet.

 

Language requirements:
Fluency in English and Italian both written and verbal;
knowledge of Arabic is considered to be assets

 

 

COUNTRY REPRESENTATIVE- LEBANON
Location: Lebanon, Beirut
Type of contract: 12 months contract with possibility of extension

Job Description
GVC is working in Lebanon since 2006 in emergency, development and LRRD activities but since the beginning of 2013 is mainly active in the country responding to the impact of the Syrian crisis both in direct support of the refugees as well as the hosting communities.
Main sectors of interventions are Education, Protection, WASH, Shelter, Livelihood and main donors are AICS, ECHO, EU, OCHA and UNHCR.
Within this framework, GVC recruits a Country Representative responsible for the coordination and overall management of actions implemented in Bekaa Valley in education, livelihood and shelter with an inclusive approach. The CR will be under the direct line management of the Regional Coordinator.

 

Main functions and responsibilities:
Country office leadership: Lead the elaboration and implementation of the country strategy ∞ Recommend and/or determine priorities and supervise the implementation of project work plans as well as supervise and ensure quality of project reporting to donors ∞ In collaboration with the relevant staff in GVC Lebanon organigram, establish annual objectives and targets, performance measurements, standards and results expected to ensure timely and partner oriented deliverables ∞ Operate within the defined limits of authority on matters of Finance, Procurement and Human Resources and subject to any limits or conditions that may be imposed as per delegated authority ∞ Support HQ in planning, recruiting, managing and developing a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity ∞ Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed ∞ In consultation with the Security Officer support the duties on security as outlined in the GVC Security manual.

 

Partnership development: Keep abreast of and assess the needs of the national govern-ment and other GVC partners operating in the country, to identify and plan with them areas for leveraging GVC services/competencies in project delivery ∞ Build and strengthen strategic partnerships in the country through active networking, advocacy and effective communication of GVC competencies in project service delivery and management to develop opportunities and engagements with new partners ∞ Develop a comprehensive partnership and programme development plan in line with GVC Country Strategic Plan and Regional Strategies to grow the pipeline opportunities in Lebanon ∞ Examine risks and opportunities presented by the strategic positioning of GVC in Lebanon and propose appropriate responses to ensure sustainable operations ∞ Lead the identification, design, formulation and negotiation of new projects and programs and draft concept notes and project document briefs for discussion with partners ∞ Assist the HQ to maintain public/media/donor relations to actively engage their interest/support in promoting and communicating GVC achievements, competencies and interest at global level.

 

Programme Management: Manage and oversee the preparation of programme documents (including business cases/strategies, policy briefs, programme plans and risk assessments) ∞ Implement internal performance and quality control systems for in-country programmes including tracking, monitoring and reporting on project delivery and financials ∞ Evaluate performance to measure efficacy and alignment of the country with the organizational/regional/country strategies and compliance with GVC standards of accuracy, transparency and accountability and to ensure that service delivery reinforces business development objectives.

 

Representation and advocacy: Represent GVC in Lebanon and be responsible for the management of host country relations and GVC interests in dealing with government, international and local organisations, networks and media in the Area Programme ∞ Represent GVC in strategic meetings, conferences, forums and other public events and contribute towards consolidating and raising the profile of GVC ∞ Develop and strengthen relationships with local organisations and networks and establish national and regional strategic relations and alliances with partners and civil society working in common cause with GVC objectives ∞ Maintain good partnerships relations at National and International levels ∞ Promote GVC’s organizational identity and capacity to all stakeholders and partners in Lebanon and ensure GVC remains relevant to the changing needs of disadvantaged people in the country.

 

Knowledge management and innovation: Contribute to the development and introduction of innovation to ensure GVC is continually incorporating best practices approaches in the delivery of regional portfolio ∞ Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building ∞Contribute to the planning, implementation and organization of strategic capacity building of personnel, partners and stakeholders ∞ Establish priorities, in consultation with the Regional Coordinator, for targeted investments in growth and innovation, contribute to identification and implementation of innovation and continuous improvement in support of organizational excellence and world-class performance.

 

Professional experience:
Minimum 8 years of relevant experience in working with NGO or International Organization with increasing responsibility and at least 2 years in the required position ∞ Previous experience in Middle East working in international cooperation ∞ Knowledge of main donors policies and procedures (UN Agencies, Europe aid, Italian Cooperation) ∞ Project Development and proposal writing ∞ Project Management Cycle knowledge and management ∞

 

Education and skills:
An advanced university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management or in one of the sectors of intervention ∞ Fluent in written and spoken English and Italian ∞ Good communication and leadership skills ∞ Ability to perform under stress condition ∞ Capacity to autonomously work and in problems prevention/resolution ∞ Ability to think strategically and conceptually and to translate these into concrete results ∞ Ability to identify, initiate and maintain good relationships with partner organizations, donors and national authorities including building professional relationships with senior decision-makers and influencers / leaders ∞ Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues ∞ Strong interpersonal relationships and demonstrated ability to leverage business networks and partnerships for continued growth ∞ Demonstrates integrity by modelling the NGO values and ethical standards ∞ Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability ∞ Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project ∞ Valid and clean driving license

 

Will constitute a plus:

PROJECT MANAGER – LEBANON

Job Description

Within this framework, GVC is recruiting a Project Manager who will be responsible for the coordination and overall management of 3 emergency projects funded by AICS and UN-OCHA implemented in Bekaa Valley in the sectors of Livelihood, Education, Shelter with an inclusive approach.

 

Main tasks and Responsibilities
Direct responsibility for the planning, implementing and management of the activities of the projects, ensuring accurate and timely reporting according to GVC, donors and other applicable timeframes and formats ∞ Provide supervision, guidance, coordination and monitoring for project technical and social staff, ensuring clarity over project plans and priorities and encouraging effective team work ∞ Facilitate regular staff meetings to ensure awareness of project objectives, and opportunity for feedback ∞ Direct supervision of the contracts with the Contractor and the Consultancy Firm ∞ Relation with communities and local government ∞ Relation with Donors and coordination group ∞ Organization of surveys and analysis of data collected from the field and preparation of reports to be divulgate at national level ∞ Participate in Sectors coordination meetings, representing GVC and feeding back to the Country Representative on relevant issues ∞ Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned project staff, and relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships ∞ In collaboration with Country Representative contribute to develop, upgrade and implement an appropriate and effective strategy for the involved sectors of intervention ∞ Develop new proposals, in conjunction with Country Representative and the other team members ∞ Manage the project budget for the assigned project and ensure all expenses are according to budget and meet GVC standards with regard to financial management, including accountability and good governance, in strict collaboration with GVC administrator in Lebanon ∞ Participate in project evaluations and assist in the analysis of the results, assess project impact and effective use of resources ∞ Capitalization of research and innovative activities of GVC intervention in Lebanon in the involved sectors.

 

Professional experience:
5 years of Project Management, at least 3 in LRRD and humanitarian sector ∞ Experience in managing AICS (Italian Cooperation) Emergency interventions ∞ Experience in managing UN Funded Project with specific reference to OCHA Funded Project ∞ Capacity to autonomously work and in problems prevention/resolution ∞ Experience in coordinating project implementing partners ∞Experience in working with administrative and technical local Authorities, preferably in elaborating strategic plan and common actions ∞ Knowledge of institutional donors and experience of proposals ∞ Good proposal writing skills including writing clear and well-argued assessment as well as excellent reporting skills ∞ Proven experience in team building and capacity building

 

Education and skills:
Master degree in Social Science, Education, Development Studies, Rural Development and equivalent ∞ Strong networking abilities in dealing with stakeholders and in particular local authorities, institutions and donor at high performance level to promote development and implementation and implementation of social inclusion policies ∞ Capacity to work in group and in a multicultural contest and negotiation/interpersonal skills, flexibility in cultural and organizational terms Good organizational skills and capacity in managing own times and responsibilities ∞ Fluent Italian and English language, both written and spoken ∞ Good communication and leadership skills ∞ Ability to perform under stress condition ∞ Excellent communication skills and ability to properly represent GVC externally ∞ Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances ∞ Good knowledge of Microsoft Office pack

 

Will constitute a plus:
Previous experience in Middle East and knowledge of Arabic language.
