Program Manager – Reports to the Area Manager/ Country Delegate
Starting date: 15 of January 2018
Duration: 12 months
Duty station: Lebanon

 

Terre des Hommes Italia (TDH IT) is an International NGO member of the Terre des Hommes International Federation, and of several Italian NGOs coordinating bodies, including CINI, the Italian Network of International NGOs. Terre des Hommes Italia (TDH IT) assists millions of children and their families and communities, in 20 countries. We implement relief and mid-term programs and projects in the fields of education, primary health, protection, PSS and children’s rights.
Terre des Hommes Italy works in Lebanon since 2006, where it has implemented several educational and psychosocial, emergency, relief and mid-term interventions together with its National partners in the remote and deprived areas of the countries and in the Palestinian refugee camps, for the benefit of the vulnerable Lebanese and Palestinian population and the Syrian Refugee community.
Since the beginning of the Syrian crisis, with the support of various donors (ECHO, UNICEF, UNHCR, Private Donors, Terre des Hommes NL, Italian Development Cooperation Agency, Italian Ministry of Foreign Affairs) TDH IT has provided assistance to Syrian refugee families fleeing their country and looking for shelter in Lebanon, as well as to the Lebanese host communities.
Within this context, and in light of the upcoming new projects and programs, TDH It is looking for an Experiences Program Manager, with 4 to 5 years minimum of experience, to join our team in Lebanon with the purpose of managing education/PSS interventions funded by private and institutional donors and to support the consolidation of Terre des Hommes Delegation in the country.

 

Tasks and Responsibilities
The Expatriate Program Manager will be in charge of coordinating the implementation of the project activities. In particular, he/she will be in charge of defining and follow up the overall strategy of the intervention in coordination with the Project Manager/s, Local and International Experts/Consultants and under the Supervision of the CD. The Program Manager is responsible for leading the Program Committee supporting its members in implementing the tasks they are in charge of: planning, managing the Program’s resources, monitoring and reporting.

 

In details, s/he will be in charge of:
Designing activity plans and supervising their implementation. This includes: § Designing monthly work plans together with the Project Managers § Sharing working plans with TDH It Country Representative.
General monitoring of the Program’s implementation and supervision of the implementation of the Program’s monitoring system. This includes § Design/Validate the Program’s monitoring tools and analysis of the collected data. § Monitoring the implementation of work plans directly, through regular visits to project sites and through the Program Leading Committee. § Providing TDH It Country Representative and HQs with regular reports § Supporting project staff and partners in activities’ implementation and problem-solving.
Being responsible for the financial component of the Program. This includes working in strict coordination with the Program’s Administrator for: § Budget management § Following TDH and the Donor’s administrative and financial procedures as per contract signed by TDH; § Ensure the compliance of TDH and donors’ administrative guidelines § Signing purchase and services contracts. § Supervising and approving monthly the consolidated Program’s cashbook (TDH accounting software) prepared by the Program administrator to be sent to TDH IT Administration and Country office § Ensuring bank reconciliation § Managing project bank account § Defining quarterly and monthly plans of expenditures according to project budget and activity plan.
Managing the relationship with the local partners on the basis of the signed MOUs and designing a focused capacity building Program enabling them to manage the activities they are in charge of.
Leading the recruitment process of the staff needed in coordination with the Delegation’s HR department.
Negotiating the agreements with MOSA and local authorities involved in the implementation of the Program, signing them and monitoring their implementation.
Calling for and leading regular meetings of the Program Leading Committee and sharing the minutes of the meetings with TDH IT delegate in the Country.
Maintaining and developing the relationship with the Donor. This implies: § Facilitating field visits, if requested § Drafting the interim and final reports and any further report which could be asked for § Providing information and documentation to the Donor when requested.
Coordinating with actors operating in the target areas. This includes: § Supporting the local partner in its work of Coordination with local authorities § Coordinating with local NGOs and INGOs operating the Project’s area § Coordination with relevant clusters in the area
Ensuring visibility. This implies: § Ensuring that all projects sites are provided with visibility materials § Ensuring that communities and stakeholders are aware of the subjects funding and/or implementing the project § Providing TDH It Communication Department with regular updates and documentation (written, photographic, video etc..), in order for it to promote the project via its standard channels.
Security and Coordination. The PM will: § Attend coordination meetings and clusters with INGOs § Attend cluster’s meetings § Define security rules for project staff (local and expat) in accordance with the security recommendation provided by the Country Delegate, the Local authorities and cluster’s security advises.
Participating in strategic planning, project proposal writing, assessments.
Other tasks upon request of the HQ or the Delegate, when needed.

 

Qualifications, skills, and experience:
Relevant Master Degree (International Relations, Human Rights, Sociology, Middle Eastern Studies, International Cooperation etc.)
4 to 5 years of experience in managing projects abroad
Perfect acquaintance with main donors (ECHO-UN-EU- Italian Cooperation) procedures
Previous proven experience in management of programs/projects in the fields of Protection and/or Education and/or Child Protection – at least two projects fully implemented from the design to the final reporting (providing evidence for that), including design and organizing, needs assessments, design of monitoring tools and reporting both on the financial and narrative levels.
Acquaintance with the Middle East context.
Perfect Command of spoken and written English. Working knowledge of Italian is a plus. Very good writing skills ( a test will be administrated)
Knowledge of Arabic is a much-appreciated asset.
Sound oral and written communication skills, including the ability to interact with diverse stakeholders and to work as part of a team.
Ability to work under stress, strong problem-solving skills.
Sound computer skills with high proficiency in Microsoft Word and Excel.Excellent organizational and reporting skills, precision, rapidity, dependability, and ability to manage and prioritize multiple tasks and meet tight deadlines.
Willingness and capacity to be flexible and patient when challenged by difficult and frustrating working conditions.
Prepared to live and work in an uncertain security environment.
