PROJECT COORDINATOR NAIROBI, KENYA
Location: Nairobi with frequent planning and monitoring missions to the project site
Contract duration: 1 year, renewable
Start date of contract: April 2018

Duties and Responsibilities
Aims and general characteristics:
(S)he works with the Country Representative/Desk Officer (based at the HQ Office) on the implementation of the below tasks:

(S)he is:
Responsible for the proper implementation – outcomes and output, timeline, finance, and quality – of the project and recommend solutions to both the technical and administrative supervisors where required
The budget holder, ensuring the correct utilization of the project budget, the allocation of expenses to the proper budget lines consistently with the official documents and donor rules. Besides, s(he) is in charge of applying for fund requests to the HQ Administration, in collaboration with the Country Administrator
In charge of collecting all the financial documents for the reports requested
In charge of reporting also on project’s activities as requested by the donors and the CCM HQ Office. Promptly informing the Country Representative/the Desk Officer of any issue regarding the project, that can compromise the relationship between staff members, stakeholders or the name of the Organization
Responsible for managing local staff members’ team and for recruiting new staff members in line with CCM policies, supported by the HQ Office (ensuring that they have the necessary induction, training and support as requested)
(S)he coordinates the project partners ensuring a smooth planning and running of project activities and a good synergy with complementary actions in the area of intervention
(S)he represents CCM to project’s partners and donors
(S)he establishes and maintains collaborative relationships with the stakeholders and institutional counterparts in the area of intervention
(S)he works on identifying and writing new project’s proposal

 

Job profile
Requirements:
Relevant Academic Degree
Postgraduate studies (master, PhD, etc.) in health and/or development, cooperation and/or humanities/social sciences are assets.
Minimum five (5) years’ experience in projects’ management, with good proven understanding of administrative and financial project issues
Excellent knowledge and experience of Italian Development Cooperation (MAE/AICS/DGCS)procedures and projects’ management
Excellent capabilities in project financial planning and monitoring
Excellent knowledge of Italian (written and spoken) and fluency in English (written and spoken)
Good abilities in producing quality project reports, including good skills in understanding and using data collection and analysis
Outstanding capacity to work with several and different stakeholders
Outstanding and positive HR managerial ability to coordinate a multi-disciplinary and international team– even in remote control mode
Proven experience in identifying and elaborating new project proposals
Strong ability to networking and build effective partnership
Strong leadership, high flexibility, team- player and high motivation
Strong ability to work under pressure and meet deadlines
Excellent problem- solving and analytical skills

 

Desirable Requirements:
Good knowledge of Kenyan contest and/or Kiswahili
Proven experience in Public Health Sector or in the same sector of the project

PROGRAMME MANAGER TURALEI HOSPITAL – SOUTH SUDAN
Location: Turalei Hospital (in Twic State, South Sudan)
Contract duration: 6 months, renewable
Start date of contract: 1st April 2018
Closing date for applications: 21th February 2018
Salary: Max 2300 GPB per month, inclusive of tax and depending on the candidate’s working experience.

 

Benefits
According to CCM country policy:
Food and accommodation provided by CCM;
Country medical coverage (extendable to the country of origin, depending on the country)
2,5 leave days per month, plus 10 days of R&R every 10 consecutive weeks in the country
Up to 600 USD per every R&R schedule to cover for flight/taxy outside of SSD.

 

Duties and Responsibilities
Aims and general characteristics:
The Programme Manager is responsible for the overall management of the projects funded by Health Pooled Fund and Unicef Nutrition aiming at supporting the County Health System through quality 24/7 obstetric emergency and life-saving services in Turalei Hospital in order to ensure an effective integration with primary care and nutrition services. The PM shall guarantee proper harmonization of project activities and their financial and administrative management according to the procedures decided by CCM and by the contracts signed by the Donors. He/she reports directly to the Operation Manager for the planning of the activities and for the preparation of the budget and cooperates with the Health Advisor for the technical supervision and monitoring of the project.
Here below the details of main tasks assigned to the Project Manager grouped by management areas:

 

Project management and implementation:
Oversee the projects implementation at the hospital level liaising with the technical teams and all counterparts at local and county levels to ensure the compliance of the different projects work plans.
Ensure the design and updating of detailed work plans and reporting formats of the projects following the donors and CCM’s requirements and in strict coordination with the different teams.
Monitor and report on the implementation – output, timeline, finance, and quality – of the projects, and recommend solutions to both the technical and administrative supervisors where required.
Ensure the correct utilization of the budget of all projects implemented in his area of competence, the allocation of expenses to the proper budget lines consistently with the official documents and donor rules.
Prepare and regularly update the CCM administrative tools (monthly purchase requisition form, revision of BFU, procurement plan, fund request, cash control and reconciliation, etc.) in strict coordination with the dedicated Administrative Staff at field and Juba level.
Communicate and coordinate with Operation Manager on updates, bottlenecks rising during the implementation of the projects for appropriate resolution.
Ensure the finalization of the interim and final financial reports following the procedure agreed.
Ensure the capitalization of the experiences made during the project and cooperate in the sharing of the identified best practices.
Ensure the development of new project proposals through the elaboration of assessment and the collection, evaluation and analysis of health data in line with CCM strategy in the country.

 

Representation:
Represent CCM in the working relationship with the counterparts at hospital and local levels in order to ensure a smooth implementation of the project.

 

Logistic and procurement management:
Oversee the procurement of goods and services and supervise constructions according to CCM and Donors’ procedures, supported by the Procurement Officer and the Logistics Coordinator.
Ensure the implementation of CCM and donor procurement procedures and the elaboration of the procurement plan.
Ensures the general management of the field offices.

 

Human Resources:
Manage the expatriate and local teams involved in the project.
Participate in the recruitment and appraisal of staff and consultants, if any, involved in the projects.
Provide professional development and training to staff and assign roles in project implementation.
Manage safety issues in collaboration with the Country Representative.

 

Communication and Fund raising:
Support and accompanies missions by HQ and other national/regional technical staff whose purpose is to create awareness of the activities undertaken by the Organization.
Support of the Communications and Press Team and the Fundraising and Field Activities Team by providing information (videos, photographs, texts) to promote the organisation’s activities; if needed, support and accompany journalists or other interested individuals on visits.

 

Job profile
Requirements:
Relevant academic background, post graduate studies in Public Health is an asset
3 to 5 years progressive experience within the humanitarian sector
3 to 5 years of relevant working experience in project management within the humanitarian sector
3 to 5 years’ experience in managing staff and overseeing their work
Experience in projects dealing with health services delivery, strengthening of local capacities and community based interventions is a strong asset
Experience with implementing other sector activities (e.g. wash, livelihoods support or community-driven programmes) would be seen as an advantage
Experience in South Sudan and/or in other African countries is a strong asset
Good understanding of HR, logistics and financial procedures
Strong team management skills
High level of autonomy and initiative
Ability to prioritize, meet deadlines and achieve results through internal and external collaboration
Strong representation skills
Strong interpersonal and intercultural skills
Strong writing and reporting skills
Motivation to work in a volatile and unsecure environment and ability to work under high pressure
High ability to adapt to very rural contexts where there are poor living conditions
Computer proficient, especially in MS Office required
English mandatory (oral and written)
