Monitoring and Evaluation Officer
The Italian Council for Refugees (CIR) is presently looking for qualified and experienced MEL Officer to support the Project Manager in implementing CIR activities. He/she will work collaboratively with the management team and staff to develop and implement monitoring activities under a UNICEF/funded project.
The successful candidate will have a professional qualification in a relevant field such as human rights, humanitarian law, or international aid (other related field can also be considered). We are looking to appoint someone who is dynamic, zealous and understands the nature of humanitarian aid work and is willing to learn.
The Monitoring & Evaluation Officer will be an international staff based in Tripoli, Libya.
Main Duties & Responsibilities:
Support developing/updating of M&E system for CIR Tripoli Office, working closely with the Project Manager, other technical sectors and implementing partners, in line with CIR Standards;
Conduct on-going performance monitoring of projects in line with the framework for planned results (logical framework) through various data gathering tools, including focus group discussions among beneficiaries and other stakeholders, surveys, assessments, etc. to ensure that programme activities are in line with agreed plans;
Coordinate with National Monitors to provide support and assistance in the implementation of CIR/UNICEF project, ensuring that agreed activities and work plans are followed;
Contribute towards preparing and writing programme progress reports for submission to donors and other stakeholders;
Ability to move in all region of the country to participate to M&E activities and to supervise them;
Design and supervise trainings in Libya or Tunisia to improve efficacy and efficiency of monitoring and reporting activities for exponents of targeted organizations;
He/she adheres to reporting standards and guidelines from UNICEF and CIR;
Other activities relevant to the position as required.
Essential Qualifications and Experience:
University degree in International Humanitarian or Human Rights Law, Law, International Development, International Relations, Social Sciences or a related field
Minimum 3 years of previous job experience in a relevant field
Excellent communication skills, both verbal and written, in English and Arabic
Ability to communicate and work in a multicultural environment and with people from different backgrounds
Good organizational skills and ability prioritize tasks
Available to work with flexible working hours
Strong computer skills and excellent knowledge of MS Office programs
Experience with reporting and data analysis is an asset

Conditions – We offer
Contract: Fixed-term position
Contract length: 6 months with possibility of extension
Start date: As soon as possible
Duty Station: Tripoli, Libya with frequent missions in the region
