QIPs COORDINATOR – Tunisia/Libia

 

Overall purpose of the role:

The QIPs Coordinator is responsible for managing, in coordination with the Project Manager, all aspects related to the planning and the implementation of 20 quick impact projects within the framework of a UNHCR-funded grant. His/her responsibilities range from organizing and supervising assessments, to ensuring effective relationships with local stakeholders and establishing timely and accurate means of follow-up for implementation.

 

Main duties and Responsibilities of the role

 

Project Management

In accordance with the Project Manager coordinate and manage the implementation of all QIPs as per the project proposal;

Manage a team of national staff responsible for the direct implementation of QIPs;

Take the leadership of QIPs implementation in terms of high quality and timely delivery, narrative and financial reporting, close cooperation with UNHCR, government and civil society actors.

 

Project implementation and strategy .

Analyze the results of participatory and needs assessments and evaluate the feasibility of the proposed QIPs;

Maintain constructive and strong relationships with local stakeholders and communities directly involved in the implementation of QIPs;

Supervise the implementation of QIPs and ensure the technical quality of the activities;

Regularly monitor the status of implementation in order to highlight potential issues and risks for the organization;

Manage the project staff and make sure that their day-to-day activities are well understood;

Be in charge of building the capacity of the local team in all aspects related to the implementation of the projects;

Support the local team in the selection of contractors and local organizations that might be in charge of the direct implementation of some aspects of the projects.

 

Accountability, reporting and external relations

Continuously monitor the projects and ensure that the impact of the activities is well documented;

Ensure compliance with UNHCR and CIR policies and regulations, including for procurement, visibility, human resource and financial management;

Ensure quality control, identification of best practices and lessons learnt;

Support in the preparation of the narrative and financial reports (both internal and external);

Liaise with donors and other humanitarian actors both in Libya and Tunisia and stay informed on the latest developments of the context and that might affect the implementation of the project.

 

Essential minimum qualifications and professional experience required

Education: Advanced University degree in Political Sciences, Economics, Human Rights or related field.

Job Experience: Minimum 3 years of relevant professional experience in project management in an INGO or UN agency.

Languages: Fluent English and desirable good level of Arabic;

Technical knowledge and experience working in volatile contexts;

Demonstrated capacities in leadership, initiative, communication, coordination and in working in a multicultural staffing context;

Demonstrated record in collaborating, networking and negotiating with authorities, UN agencies, donors and other NGOs;

Excellent and proven writing skills;

Good analytical and problem solving skills;

Good level of IT literacy and an understanding of how new technologies can be practically applied to achieve results;

Ability to work independently and under pressure in a remote environment;

Diverse field experience, in particular in an African context, is desirable.

 

Conditions – We offer

Contract:   Fixed-term position

Contract length:  6 months with possibility of extension

Start date:  As soon as possible

Duty Station: Tunis with  missions to Libya
