Outline:
Focusing mainly in the so-called Dry Zone, Progetto Continenti in has at the core of its operations the promotion of economic inclusion of marginalized farmers, focusing on a value-chain development approach. The organization, nevertheless, is trying to ensure that economic inclusion is not occurring at the expenses of natural resources (environment, water) and is yielding a positive impact on nutrition practices, in particular for women and children under five. Progetto Continenti is grounding its work also on two main cross-cutting issues: gender empowerment and strengthening of the local civil society.

The Program Manager will be in charge for the coordination and management of activities under three different grants: (1) Foundation Assistance International; (2) AICS – through the GREAT program, carried out in partnership with Terres des hommes – Italy; and (3) the World Food Program. Additional grants that will strengthen the program are in the pipeline.

 

In particular the Program Manager is requested to coordinate and ensure the quality of a range of different activities in Magway Region, comprising:
Behavior change communication on nutrition and environmental practices;
Treatment of moderate acute malnutrition;
Development of community infrastructure for water harvesting;
Water safety planning at community level;
Strengthening of water and forest users groups;
Enhancement of the services offered by the local authorities in the above sectors.

Among the activities to be supervised, it is foreseen the implementation of one pilot intervention in the Myanmar Nagaland (Lahe Township, Sagaing Region) on awareness raising on hygiene practices. This activity will be carried out in partnership with a local organization.

 

Duties and responsibilities:

1. Coordination and monitoring of program activities
Project Implementation. Under the guidance of the Country Director, oversee the implementation of all the relevant activities at field level, as well as facilitate the activities implemented by local partners;
Technical support. Seek and provide technical, strategic and methodological advice to project staff and partners at each different stage of projects implementation;
Project planning. Facilitate the preparation of project work-plans and budget according to PC rules and procedures (monthly, quarterly, yearly);
coordinate with Country Director, National Coordinator and other management staff, and supervise the work of the field staff;
Support and provide technical advice on the development of future project designs;
Establish synergies with other programs implemented by the organization;
Immediately inform to the Country Director about any problem occurring in the projects;
Participate in relevant staff meetings;
Carry out any other relevant task as required by the Country Director;
Backstop the Country Director whenever necessary.

 

2. Coordination with partners and stakeholders
Liaise with the local authorities to ensure the smooth project implementation;
Ensure proper, timely and high quality coordination with current and future partners;
Develop and provide frontal trainings to local partners and staff when needed;
Provide advice and support the organizational development of local partners.

 

3. Monitoring and quality assurance
Lead the monitoring and evaluation efforts, including revision, development and facilitation of the project monitoring system, and support the preparation of different monitoring tools;
Ensure the preparation of necessary and adequate documentation and recording;
Guarantee that the deliverables are produced in the required professional standard and resources are allocated in order to optimize the quality of the project;
Assess and plan how to work towards a continuous improvement of the project activities and outputs;
Take part to and, when necessary, lead internal evaluations;
Facilitate monitoring visits from HQ.

 

4.Administration, finance and compliance
Be responsible for the overall financial management of the activities under his/her supervision;
Supervise the drafting of monthly cash and bank books;
Supervise the collection, filing and check of accounting documents for every activity of the program;
On behalf of PC, manages the funds transferred to the program site, either by means of the bank account or in cash, and is in charge of the funds financial reporting as specified by the NGO;
Collaborate with the head office in every other task required.

 

5. Communication
Support and oversee the preparation of IEC material for the project purposes;
Ensure the visibility of the activities, according with the requirements and policies of the NGO and the donors.
Act as a focal point for the communication efforts of PC in Myanmar.

Requirements

A relevant University degree and at least 3 years’ experience in management of development projects or programs, particularly in the area of behavioral change;
Experience in project monitoring;
Experience in developing appropriate IEC material;
Fluent in written and spoken English;
Able to work independently, with a minimum supervision of the Country Director;
Previous experience in strengthening of small-size local NGOs is an asset;
Knowledge of main compliance requirements requested by donors;
Computer literacy in MS Office package and internet use;
Knowledge of Myanmar is a strong asset, and it will be highly valued.

 

Other information
the initial duration of the present agreement is of one year, renewable;
Departure for Myanmar within 15th July 2018;
Frequent travels to Magway Region will be requested;
Occasional travel to Lahe and to Nay Pyi Taw will be requested
