Program Manager – Libano
Duty station: Tyr
Starting date: As soon as possible
Line Manager: Country Delegate/Head of Office
Duration: Up to the end of April 2019, renewable upon positive performance evaluation
Deadline: 7th, 2018

The expatriate Program Manager will be in charge of managing the partnership with the local partners and authorities, planning the project activities, supervising their implementation and reporting, while ensuring their qualitative and quantitative compliance with the project document, as approved by the donor.

 

In particular she/he will be in charge of:
Managing the relationship with the local authorities in Lebanon at the Governorate/District level. This includes:
Presenting the project to the Lebanese Local authorities and communities in the areas of intervention
Drafting, negotiating and signing, if any, the MOUs with local partners/local authorities in Lebanon, stating roles, tasks and responsibilities of both parties.

 

Managing the HR of TDH project’s staff, which includes:
Drafting the TOR of the project’s staff.
Identifying possible areas of weakness and planning for on-the-job trainings in coordination with the Delegation’s experts.

 

Calling for and leading meetings with the Project leading committee, with the aim of:
Designing activity plans and regularly revising their implementation.
Regularly collecting the information and the reports required in accordance with the monitoring tools approved.
Monitoring the expenditure pace and ensuring its compliance with the project document and the yearly/quarterly plans.

 

Administration: with the support of the administrator, the PM is responsible for:
Budget management and follow-up;
The sound implementation and monitoring of TDH It and the Donor’s administrative procedures;
Following TDH It internal administrative guidelines;
Defining quarterly and monthly plans of expenditures according to the project’s budget and the plan of activities.
Reporting.

 

Maintaining the relationship with the donor. This involves:
Facilitating the donor’s field monitoring visits based on the plan approved by the PLC.
Drafting the interim and final reports as requested by the Donor, and any further report which may be requested.

 

Ensuring Project Visibility. This involves:
Ensuring that all projects sites are provided with visibility materials
Ensuring that communities and stakeholders are aware of the subjects funding and/or implementing the project

 

Security and Coordination. The PM will:
Attend coordination meetings and clusters with INGOs at the area level.
Participate in defining the security rules for project staff (local and expat) and ensure their implementation.

 

Qualification requested:
University Degree
Perfect Command of the English language. Knowledge of Arabic is an asset, knowledge of Italian is a plus.
Minimum 5 years of experience in managing mid-term interventions abroad (minimum two years of work experience in Middle East compulsory).
Perfect knowledge of all the phases of the PCM and the main institutional donors’ procedures.
Ability to work in partnership with local organizations and under stressful conditions
Ability to work in team
Problem solving skills
Good IT skills with high proficiency in word and excel
Holding a passport which allows easy access to Lebanon is imperative.

Child Protection Program Manager assistant – Libano
Duty Station: Zahle and Beirut (Lebanon)
Title/Position: Child Protection Program Manager assistant
Starting date: As soon as possible
Line Manager: Child Protection Program Manager
Duration: 9 months
Deadline: September 16th, 2018

Within this context, Terre des Hommes Italia is looking for an experienced Program Manager for an education intervention to be implemented in Palestinian Camps in partnership with local organizations. The candidate shall have a proven experience in managing mid-term interventions in ME countries, with a focus on education/child protection/PSS. She/he is required to have advanced communication and negotiation skills, a perfect command of the PCM and the main institutional donors’ financial and administrative procedures, as well as the ability to work in partnership with organizations and institutions of different backgrounds.
Since the position advertised for is unaccompanied, TDH will not be responsible for providing benefits for the PMA’s family members.

 

Overall description
The Child Protection Program Manager Assistant will support the Child Protection Program Manager in the overall supervision of Child Protection Program implemented by TDH Italy in North Beqaa and Mount Lebanon.

 

Key tasks and responsibilities
Project Management:
To assist Child Protection Program Manager in developing, implementing and monitoring the Child Protection Program, in accordance with objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.
In liaison with M&E Dpt., to ensure that activities are appropriately monitored and evaluated and to propose, when deemed necessary, amendments to the child protection strategy.
To contribute to forecast and follow up on expenditures related to the project.
To participate in budget revision exercises.
To support Project Managers in preparing timely purchase requests in line with the project needs.
To identify logistic and admin support needs related to the CP project and communicate these to the relevant log/admin support person(s).

 

Project Strategy, reporting and planning:
To contribute in drafting and submitting periodic reporting as requested by donor and/or HQ
To participate in designing strategies and objectives for improved support to beneficiaries and contribute actively in its monitoring, evaluation and revision
To contribute to CP assessments in the areas of intervention.

 

Coordination and representation:
To coordinate with other TDH sectors to ensure implementation of standardized activities.
To works in close collaboration and consultation with available government structures, non-government actors, cluster system
To follow up on the implementation of project activities by local partners as per MoU signed.
To coordinate with CP Specialist to ensure capacity building initiatives on Child Protection for local actors (CBOs, local government actors) including through Training of Trainers (ToT), definition of standardized procedures and guidelines.

 

Qualifications:
Master’s degree in social science or equivalent
Excellent knowledge of PCM
Good understanding of child protection programming
Excellent analytical, oral and written communication skills, including the ability to interact with diverse stakeholders and partners
Good reporting skills
Ability to work within and motivate the team;
Fluency in written and spoken English, knowledge of Arabic is an asset; knowledge of Italian is a plus
Sound organizational skills, precision, rapidity, dependability, and ability to manage and prioritize multiple tasks and meet tight deadlines
Willingness and capacity to be flexible and patient when challenged by difficult and frustrating working conditions
Prepared to live and work in an uncertain security environment

 

Professional experience:
At least 3 years’ previous field experience in a relief NGO in a similar role
Minimum 3 years of previous experience in a managerial position
Previous experience in Lebanon or in the MENA region is an asset
