Technical Advisor for Mental Health and Psycho Social Support
Position: Full-time
Duty stations: Erbil, Mosul and Ninive Plan

Un ponte per… (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un ponte per… started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through awareness raising and advocacy campaigns, cultural exchanges, humanitarian and peace-building projects. UPP is active in Iraq since 1991 and is regularly registered at National and Kurdistan Region levels. Since 2012 UPP implements several programs to assist Syrian refugees.

 

Organization setting:
The Mental Health Technical Advisor will technically coordinate PSS teams in 4 PHCs (Public Health Centers) of Mosul and Niniveh Plan, in line with UPP SOPs, and will report to the Project Manager. He/she will also supervise MHPSS training for Ninive Directorate of Health personnel

 

Project purpose
The project aims:
at providing Mental Health and Psychosocial Support (MHPSS) and Reproductive Health services in Niniveh Plan;

 

Job duties and tasks
The TA main responsibilities are:
to will supervise and contribute to the capacity building on the following topics of the PHCs teams on MHPSS protocols (mhGAP, PFA, Resilience Groups, Self-Help Plus, Case Management, SGBV)
to coordinate with MHPSS-related actors.
Direct guidance and assistance to support PSS facilities and referral pathways in a more structured manner, establishing an effective referral system among PHCs and DoH specialized services
Provide on the job training, monitoring, supervision, and mentoring for PSS teams
Assess the MHPSS training needs of PHCs teams and arrange timely MHPSS refresher trainings
Strengthen the effective implementation of a “Case Management system”
Develop relevant IEC materials to promote the awareness of the MHPSS services by the Project;

 

Tasks related to the MHPSS Program/Project design:
Provide professional technical Support and guidance to projects on Protection and MHPSS projects (program strategy, assessments, evidence-based project design, MEAL) in collaboration with UPP Project Managers/UPP management as well as together with the Donors/other Partners
Participating in psychosocial and protection needs assessments for new projects to be developed/adaptation of the existing projects or during interagency rapid needs assessments.
Provide support in monitoring the implementation of MHPSS projects against M/E and Log frames and guide teams in integration of lessons learned. Lead the process of development of TORs, supervision of surveys and dissemination of results.
Provide support in the research of emerging opportunities for new Protection and MHPSS programming, and lead project design in line with UPP strategy and Iraq clusters priorities and trend
Promote synergy between UPP MHPSS and Protection projects.

 

Tasks related to Coordination:
Identify, liaise, and collaborate with International (i.e. AICS, UNHCR) and National (i.e. DoH-Nineveh) partners involved in the MHPSS delivery.
Participate to Health and Protection Clusters as well as to other relevant MHPSS-related technical meetings.
Participate (together with the Project Manager) to the technical meetings with the Donor.

 

ESSENTIAL REQUIREMENTS:
Degree in Psychology or Psychiatric.
Minimum of three years professional experience in clinical treatments.
Accredited experience in setting psychological activities in low income countries and or conflictive areas
Experience in planning and implementation of mental health programs
Experience in coordination of humanitarian aid projects
Proven experience as field trainer in related field.
Good understanding of the project life cycle management
Excellent capacity to work in team.
Proven capacities to plan activities successfully targeting results and objectives.
Ability to supervise and/or mentor the psychological staff.
Previous work experience in humanitarian field.
Excellent oral and written English.
Arabic is an asset.
Working experience with local counterparts (CSOs, local NGOs, local institutions).
Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.
Ability to work under pressure in stressful environments
