CIHEAM Bari is the Italian branch of CIHEAM (International Centre for Advanced Mediterranean Agronomic Studies), an intergovernmental organization based in Paris. CIHEAM Bari is publishing this vacancy concerning the selection of n.1 Procurement Officer in the framework of the above-mentioned Programme.

The Programme is funded by the Italian Ministry of Foreign Affairs and International Cooperation through a soft loan granted by “Cassa Depositi e Prestiti”. CIHEAM Bari is the implementing agency providing technical and scientific support to the counterparts – Egyptian Ministry of Agriculture and Land Reclamation (MALR) – and other partner institutions.

Summary: The initiative has been conceived by the Egyptian Government in order to activate a soft loan scheme aiming at developing the modernization of the regional centres for machinery services, the agriculture cooperatives’ associations and the ARC research station operating in the Governorates of Minia and Fayoum.
The contract with the selected candidate will be finalized only after the receipt of the required authorizations provided by the Egyptian Government with special reference to Security clearances.

Requirements
Essential requirements
Degree in juridical, social and economic disciplines (Law, Economics, Political Sciences, Social Sciences) or equivalent;
Proven knowledge of the EU PRAG with at least 3-years of experience in procurement management (preannouncement, tendering, management of contracts related to national and international tenders) of equipment, services and works in accordance with Italian procurement Code as well as the EU PRAG;
Sound knowledge of project cycle management and international donor procedures in particular EU and Italian Agency for Cooperation and Development (AICS);
Sound knowledge of administration and finance with documented capacities and competences related to the supervision and management of accountancy;
Previous experiences in development sector and international cooperation projects in MENA Countries, documented in cv;
Good organizational skills and social/personal abilities, capacities to establish and maintain constructive and long-lasting relationships in a multi-cultural environment;
Adequate resilience to stress;
Knowledge of English language (Understanding, speaking and writing), minimum level required – C1;
Excellent writing and reporting skills;
Excellent and proven ability to use the most common software programs (spreadsheets, word processing, presentations using slides, web browser).

Preferential requirements
Sound knowledge of the Egyptian context thanks to proven working experience with Egyptian authorities involved in similar projects;
Previous experiences as procurement officer in projects/programmes funded by the MAECI/AICS and/or EU;
Knowledge of the Italian procurement Code (DL 163/2006, DPR 207/2010 and further updates and modifications);
Previous experience in the field of soft loan;
Previous working experience with CIHEAM Bari;
Good knowledge of Italian;
Basic knowledge of Arabic.
The above-mentioned preferential requirements will be considered as assets.
