Consortium Coordinator NSA | Nodding Syndrome Alliance – Sud Sudan e Kenya

Project Context

Amref Health Africa in Italy is in the process of securing 2 € mln contract as Consortium lead on the 3-year NSA – Nodding Syndrome Alliance project in South Sudan. The project aims to providing integrated curative and preventive care for PLWE-NS (People Living with Epilepsy and Nodding Syndrome) in Jubek State, Amadi State and Maridi State. The consortium comprises of five member agencies. NS is a neurological disorder with its epidemiological epicentre in the former Western Equatoria State. The causes of NS are unknown and research from the global scientific community is ongoing so to identify the aetiology. NS affects children within 5-15 years, causing complications that lead to permanent disabilities and eventually to early death. Rural communities in South Sudan often associate epilepsy with false myths, causing stigmatisation which eventually leads to isolation of the children from the society. The project promotes the central role of communities to positively switch the current paradigm on epilepsy into pathways to inclusion.   The overall objective of the Consortium Coordinator position is to ensure quality implementation of the project. He/she will be leading on Amref’s specific roles and responsibilities as well as on the management of the consortium at large. The position ensures that all activities are aligned with the objectives and strategies indicated in the grant documents and are implemented in compliance with donor’s programmatic and financial guidelines. Key elements of this position include providing overall representation of and coordination between member partners, liaison with donors and other external actors including the National and State Ministry of Health, members from the international scientific community and other development agencies operating in the field of the Neglected Tropical Diseases (NTDs). Under the overall supervision of the Country Program Director, the job holder will report to the Liaison Officer and Portfolio Manager of Amref Health Africa in Italy.  He/she will closely cooperate with the program dedicated M&E, Finance and Procurement teams.  The Consortium Coordinator will be responsible for the following activities

Strategic Management:

  • Ensure that the project is fully implemented according to the approved project and in accordance with the requirements of the donor;
  • Develop and maintain relationships internally between consortium members and externally with relevant actors (including AICS representative in Juba, NTDs Task Force members, MoH, international scientific research community focusing on NS, CDC, the EU Delegation in South Sudan, Health Cluster leads);
  • Design workplans and individual workplans, procurement plans, project procedures and processes limited to the role of Amref;
  • Ensure ongoing relevance of the programme, adapting intervention approach/content associated with contextual and organisational changes and opportunities;
  • Harmonise the project with any other Amref project in the field of NS/epilepsy;

Consortium Management:

  • Facilitate monthly consortium management meetings and enable an effective learning and sharing culture across the five partners;
  • Provide secretariat support to the Consortium Steering Committee (CSC);
  • Representing the consortium at appropriate coordination fora and report back to the relevant consortium groups on key decisions and outcomes;
  • Develop proposals, activity plans, reports and other relevant consortium program documents;
  • Monitor and review performance and give corrective feedback and corrective action where required;

Finance, Procurement and Donor Compliance:

  • Be responsible for overall financial oversight of the consortium budget and expenditure;
  • Ensure compliance to donor contract and partner agreements by consortium members;
  • Ensure development and implementation of work and expenditure plans and ensure that programmes are implemented within agreed and approved budgets through regular expenditure monitoring;
  • Ensure that internal and donor financial and narrative reports are submitted in a timely manner and to high quality;
  • Coordinate efficient and timely procurement of goods & services in a transparent and accountable manner;

Monitoring & Evaluation (M&E):

  • Ensure adherence to Amref monitoring and evaluation guidelines, frameworks and indicators for the project;
  • Provide technical support to designing and implement and harmonised project-specific M&E tool within partners;
  • Provide technical support to designing a surveillance tool for NS epidemiology;

Advocacy, Communications and Visibility:

  • Coordinate advocacy, communication and visibility activities of the NSA Consortium, in line with the country Strategic Plan of Amref in South Sudan;
  • Stimulate and contribute to producing briefing papers, press releases and other publications and ensure wider dissemination of the same so to influence practice and policies;
  • Ensure that the consortium and donor identity is clearly marked on all documents for public consumption.

Requirements

Non-negotiable:

  • Appropriate qualification at master’s degree level, such as public health, community health or similar subjects;
  • Proven experience (at least 3 years) in middle programme management positions working with national governments, INGOs, NGOs, CBOs, other civil society groups;
  • Experience in managing grants from the Italian Agency for Development Cooperation;
  • Excellent written and spoken English language skills;
  • Strong analytical, interpersonal, communication and organisation skills with specific focus on listening;
  • Experience of working in or, ideally managing, a consortium model of working;
  • Ability to build and maintain effective relationships with senior representatives of donor, NGO, companies and Government structures and to represent the consortium at national and international level;
  • Experience in the design and use of monitoring and evaluation systems;
  • Familiar with common project management frameworks;
  • Experience working in development and humanitarian contexts, preferably in the African continent;
  • Proven successful ability to work in a culturally diverse environment;

Desirable:

  • Fluent in written and spoken Italian;
  • Previous interactions with NTDs programs;
  • Previous experience with a coordination role in South Sudan;
  • Interested in supporting or pursuing medical researches;
  • Experienced in financial management;
  • Understanding of humanitarian coordination system;
