WORK CONTEXT

Cesvi has been working in Palestine since 1994 and it has developed over the years an expertise in the area of water, sanitation and environment through the implementation of projects in the field, establishing partnerships with relevant actors in the sector and thanks to an active participation in the WASH cluster. Solid waste management, water, and energy are the main sectors of activities. Cesvi aims at improving the management of environmental resources in both humanitarian and development conditions, always paying attention to Capacity Building to local actors and Protection of vulnerable people. The areas of expertise of Cesvi Palestine are solid waste management; environmental health; drinking water; sanitation; technology innovation; data management and analysis. Currently, Cesvi works in East Jerusalem, Area A, B and C and refugee camps of the West Bank, while a new project is starting in the Gaza Strip. Cesvi is currently funded by the European Commission (3 projects), AICS (1 project), UNICEF (1 project), Humanitarian Innovation Fund/ELRHA (1 project), the World Bank (1 project starting soon). Cesvi’s offices are in East Jerusalem, Tulkarem, and Hebron. Cesvi team in Palestine is composed by 20 staff members and supported by consultants and temporary workers/volunteers for specific tasks.

JOB DESCRIPTION

The collaboration will start by the 07th   or 10th  of October 2019

The main duty station will be Jerusalem with short missions to Tulkarem,

Main tasks and duties:

CESVI is searching for a proposal writer to assist on EU proposal development in Palestine. Assignments are likely to deal with local authorities, and 1 or 2 international partners (Palestinian Technical University, Edmund Mach Foundation, University of Trento) for field visits, data collection, preparation of agreements and fine tuning among the actors.

The idea of the project is to introduce innovative and integrated irrigation, cultivation and governance solutions in agriculture for efficient use of water and inputs. A pilot project is foresees in Tulkarem with awareness and institutional activities in other area. ( probably : Bethlem and/or Hebron )

  • The Proposal is written according to EU format and by the agreed timetable: conducting desk research and creating compiling background analyses, context analyses, and problem statements
  • The logical framework is prepared and completed : developing indicators and M&E
  • The budget is prepared and completed and consistent with the proposal and EU requirements
  • All work is to be conducted as a field-based assignment, and the Consultant will work closely with Cesvi’s HoM and Desk officer as focal points.

ESSENTIAL REQUIREMENTS

  • University degree in human right law, social science, or development work or another relevant topic.
  • Minimum 3/4 years’ project management experience in a corporate or an NGO environment, including experience directing and implementing programs in both protracted crisis and development contexts.
  • Experience in waste management, governance and/or economic development
  • Knowledge of EU rules and regulations
  • Solid experience in needs assessments and project proposal writing;
  • Solid diplomatic and leadership skills in managing a variety of internal and external relationships, especially with partners, and acting effectively as an integration team member
  • Self-motivated, flexible, resilient, able to take initiative and work independently
  • Excellent problem-solving and analytical skills
  • High level of IT skills (Windows, Office package)
  • Basic knowledge of Arabic ( highly desired)
