Job description

GVC has been working in Lebanon since 2006, and within the Syrian crises response since 2012. Historically the organization has implemented activities related to basic assistance, WASH service provision and infrastructure; livelihood and protection and inclusion activities. Currently GVC works in both Humanitarian and Development, aiming to:

  1. Provide access to basic assistance;
  2. Strengthen the protection of vulnerable communities through an integrated community-based approach;
  3. Enhance socio-economic development;
  4. Improve local water provision system through No Revenue Water approach.

At present the main donors are: Italian Cooperation (AICS), EU (ECHO, MADAD Trust Fund), UNHCR, and OCHA.

GVC is now a member of an ECHO funded protection-focused programme, delivered by a consortium lead by NRC and comprising GVC and ACF. The challenge for humanitarian actors is to improve the overall accountability and effectiveness of aid; ensuring that programming outside of multi-purpose cash assistance is community-driven, where appropriate, and based on vulnerability analysis, prioritisation of needs and appropriate and timely response. The overall framework of the programme revolves around three inter-related and complementary outcomes to address this challenge: 1. Generating the required data appropriate to inform the response and the advocacy; 2. The provision of a targeted and adequate response with clear protection outcomes; and 3. Evidence-based programme advocacy with a focus on the coercive environment and ensuring effectiveness of aid.

Within this framework, GVC is recruiting an Multi Sector Response Manager (MSRM) who will be responsible to design the overall strategy and support the consortium members in the management and implementation of the integrated approach of the project. Key responsibilities include leading the coordination of partners in the design of the integrated approach, including: delivery of high quality programming; developing common Standard Operating Procedures and tools; forging strong relationships with and between consortium members, sectorial working groups, and key technical consortium counterparts.

This consortium will see the roll out of the Community Protection Approach (CPA), originally developed by GVC and implemented by all members within the consortium. This approach consists on a context-specific risk protection analysis and related integrated response in the framework of guaranteeing community empowerment and the Accountability to the Affected Population. It aims at addressing the risks affecting community and individuals with a diverse and tailored integrated plan designed to achieve a protection outcome that tackles the chronic precariousness affecting the daily life. The outcomes of the CPA Analysis inform the response to Community Protection Needs and Acute unmet needs and provide early warning data to support the efficiency of the responses to Emergency Shocks. The outcomes are systematized in outputs, the Protection Response Plans, Protection Community Profiles and a Protection Vulnerability Index (PVI). The on going monitoring of the responses through the CPA instruments provides eventual findings to inform programming changes and design tailored advocacy messages and actions.

Main tasks and responsibilities

The MSRM is accountable and works under the line management of the Consortium Manager (CM), will be seconded to the Consortium Secretariat office in NRC Beirut, and follows its logistics, administrative and financial procedures.

The GVC Country director will administratively manage the MSRM.

Strategic planning and project leadership (20%)

  • Contribute to assuring the continuous quality and improvement of the overarching Integrated Protection Approach of the Consortium in coordination with the Partners Technical Focal Points.
  • Report to the CM in a proper and timely manner on all relevant matters as per the ToR
  • Attend part of the Board and steering committee meetings on ad hoc basis upon request of the CM or board members. During those meetings, he/she will report on:

Implementation progress of the CPA

Technical issues faced and suggested solutions to overcome them

  • Representation and public relations matters on CPA
  • Ensure strong internal communication with CPA delivery teams, staff in the Consortium Management Unit and Consortium Members
  • Develop a longer term strategy for the delivery of the CPA component of the project, including targets and mile stones to ensure project delivery is managed in line with project commitments.
  • In collaboration with the CM coordinate the strategic development of the project, in particular the integration of the component coherently to the overall approach.
  • Responsible of leading the dedicated Community Protection Approach Technical Group and facilitating the communication with the other Consortium Technical groups

Coordination, advocacy and representation (35%)

  • Ensuring realistic operational planning for undertaking the delivery of the CPA in line with project commitments by Consortium Members.
  • Quality Assure the Protection Response Plans in terms of content and data content to allow for prioritisation of response.
  • Ensure systems, Terms of Reference, Standard Operating Procedures, tools and procedures are in place for the CPA
  • Provide technical inputs to the Consortium Management Unit & Technical Working Group to maintain a high level of project quality and promote continual improvement of the consortium response in relation to the CPA.
  • In coordination with the CM and Country Directors, and in his/her line of duty, represents the Consortium with relevant humanitarian/crisis response mechanisms, events and fora, as well as in the humanitarian/crisis response community
  • Lead consortium members to address and facilitate the solution of technical issues relating to the CPA as well as ensuring a functional good flow of information and efficient communication between partners
  • Work closely with the Protection and Referral Manager, as well as Advocacy Manager, to provide guidance on linking the consortium advocacy with the field work and results;
  • Line manages the Information Manager in line with the consortium objectives, and under the guidance of the Consortium Manager.
  • Provide final strategic direction to the data analysis produced by the Information Manager to inform the consortium Advocacy and Programming strategies, in strict coordination with the Consortium Manager.

Project delivery (30%)

  • Conduct internal planning and progress review meetings and ensure regular progress monitoring is taking place at different level in coordination with other agencies on PVI and CPA work plan
  • Safeguard the purpose of the Integrated Response as defined, and ensure the coherence of the project
  • Chairs the CPA Technical Reference Group
  • Ensure that regular lessons-learnt workshops are organized to improve the mechanism, and maintain a high level of project quality
  • Provide advice to guarantee that the project is appropriately staffed across consortium members in regards to the delivery of CPA, including the appropriate combination of expertise across technical and operational areas.
  • Conduct regular field monitoring of activities

Institutional Knowledge Building (15%)

  • Document lessons learned, processes, best cases and quick-win solutions on the CPA including PVI and PRP response on the basis of the experiences acquired by the Consortium

Professional experience

  • Minimum 7 years’ experience working in a humanitarian/protracted crisis
  • Experience in programme representation at national or international levels.
  • Knowledge or experience of working in consortia, partnerships or equivalent structures.
  • Expertise in Protection and data analysis.
  • Experience of working in integrated programmes.

Education and skills

  • Master Degree in social science, sociology, anthropology or similar subject.
  • Fluent in English both written and verbal
  • Good leadership and communication skills
  • Understanding of and commitment to humanitarian principles and values
  • Highly organised and able to work respecting deadlines
  • Passionate in the job, flexibility to adjust to changes
  • Ability to work in team with respect
  • Driving licence

Will constitute an asset

  • Previous experience in the Middle East
  • Knowledge of the humanitarian context in Lebanon.
  • Experience in advocacy and communications.
  • Knowledge of Arabic
