Background and context

Istituto Oikos (www.istituto-oikos.org), founded in Milan in 1996, operates in Europe and in developing countries to promote the responsible management of natural resources and spread more sustainable life models as tools for socio-economic development and to fight poverty. Istituto Oikos operates in Mozambique since 2012 with programs of conservation and natural resources management.

On April 25 of 2019, the north of Mozambique was hit by Kenneth, the strongest tropical cyclone ever recorded in this area, classified with strength 4 on a scale that reaches a maximum of 5. Strong winds with peaks up to 200 km and incessant rains have destroyed whole villages in the Quirimbas archipelago. To face the emergency of the cyclone Kenneth, Oikos has activated 3 emergency response programs in the Ibo district in the WASH, SHELTER and PUBLIC STRUCTURE RESTRUCTURING sectors, financed by institutional donors (IOM, UNICEF, GAIN) and private funds.

Duties and responsibilities

The main duty of the selected expert is to set-up and implement on behalf of Oikos a dedicated unit for the planning, design and implementation of a humanitarian intervention program addressed to the residents of Cabo Delgado province, victim of the natural disasters that have recently hit the Region. To accomplish this work, in coordination with the International Cooperation Unit of Oikos HQ in Milan and with the staff in Mozambique, the expert will be in charge of establishing and maintaining contacts with the various Humanitarian Aid donors intervening in the area.

Considering the specific context of northern Mozambique, she/he will be also in charge of drawing up, in collaboration with Oikos technical staff, specific intervention plans on the consequences of climate change in the sectors of environment, biodiversity protection, education in emergency and disaster prevention.

In synergy with Oikos HQ, it will prepare the project proposals to be sent to the donors according to the objectives and strategic results established by the latter, also accompanying the implementation phase in coordination with the Oikos Staff in charge of the operational and administrative management.

Activities to be performed

  • Ensure constant contacts with the on-site referents of the EU, UN and international humanitarian aid agencies present in Mozambique and the Southern African Region, identifying and formulating intervention proposals to consolidate the emergency response of Oikos in support of the beneficiary population of Ibo and Pemba.
  • Collect data and information useful for the formulation of humanitarian intervention proposals to be sent to the Donors, maintaining constant contact with the local Authorities and the Representatives of the communities affected by natural disasters, identifying needs and priorities in the areas of intervention of Oikos.
  • Having adequate experience in emergency contexts, the application of international policies in the sectors where Oikos operates is required, using internationally recognized methods considered by the Donor as a reference for the formulation of humanitarian initiatives. Among these, particular importance should be given to activities that envisage methods of monetary transfer and financial support to projects beneficiaries.

Qualifications

  • At least 3 years of experience in similar roles
  • At least 8 years of experience in humanitarian interventions at international level
  • Demonstrated ability in drafting project proposals for international donors
  • Good level of organisational and operational autonomy as well as ability to manage economic and human resources
  • Proficiency in English language

Additional assets

  • Specific experience in Mozambique
  • Knowledge of Portuguese language
