WASH Technical Advisor – Libano
The WASH Technical Advisor will join the technical team of CISP in Lebanon to provide specific technical support to CISP projects aimed to enhance local water systems and water access for Syrian refugees and Lebanese host communities
Duty Station: Beirut (with frequent and regular missions to North and South Lebanon)
Duration: 12 months renewable Tentative starting date: February/March 2020
Requirements:
- University degree in architecture, civil engineering, or related fields;
- Specific & demonstrated skills / technical experience in WASH: hydraulic engineering, design, management, implementation, supervision of hydraulic works, wash facilities, water networks, pumping stations, etc. Minimum 3 years experience in similar WASH works;
- Experience in WASH need assessments and gap analysis for development of WASH programmes;
- Demonstrated experience and ability in development cooperation & humanitarian projects’ management, specifically in Water and Wastewater infrastructures and solid waste management;
- Excellent understanding and experience in Project management (programme, financial and operational management processes and reporting);
- Excellent communication capabilities and ability in reporting;
- Fluency in English. Knowledge of Arabic is a preferential asset;
- Driving License;
- Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties. Availability to work in security volatile context;
- Experience in participating in Development/Stabilization Consortium Programs / Projects is an asset;
- Experience/skills in procurement procedures & tendering. The knowledge of procurement & tendering procedures set by EC, Italian Cooperation, UN (UNICEF, UNHCR, OCHA) is a preferential asset;
- Past working experience in Lebanon is a preferential asset;
Main Functions:
- Management and supervision of all the technical aspects and coordination of the technical team;
- Technical schedule of projects, coordination with project manager and other support staff, management and monitoring of project activities;
- Pre-feasibility studies, beneficiaries’ selection, design and preparation of BoQ for water and wastewater facility works (e.g. drilling wells, pumping and chlorination stations, transmission lines, urban networks, household connections, etc.);
- Responsible for procurement procedures in the WASH sector: collaborating with and assisting the Procurement Unit in the procurement procedures for Work, Services and Goods tenders taking in charge the overall technical section;
- Dealing and networking with Consultancy, Supply and Contractor Companies;
- Supervision and follow up of construction sites;
- Maintaining contacts with relevant local stakeholders (among others Lebanon Water Establishments and local authorities), institutions, associations, cluster groups, donors, International NGOs and agencies, etc.;
- Taking care of technical operational agreement with local authorities, as well as any needed authorization;
- Drawing project documents, assessment reports, activity plans, interim / final reports, etc.;
- Supporting selection, recruitment, management and supervision of technical local staff;
- Taking charge of assessing and preparing new WASH proposals with the support of the project managers, Country Director and other CISP staff;
