Senior Project Manager – GBV Iraq

Position Title: Project Manager

Location: Dohuk / Mosul / Erbil/ Kirkuk

Period: 6 months and possibility of renewal

Context

Un Ponte Per (UPP) is an NGO established in 1991. It has started its activities as “Un ponte per Baghdad”, right after the end of the war in Iraq, with the aim of organizing solidarity initiatives in favor of the Iraqi civil society. Later on, the intervention of Un Ponte per… started including Serbia and other Middle Eastern and Mediterranean countries. The NGO mission is to prevent new conflicts, protect human rights and support civil society, especially in the Middle East, through humanitarian and development programs, always supporting the local civil society. UPP is active in Iraq since 1991 and is regularly registered at National and Kurdistan Region levels. The main UPP offices in Iraq are in Erbil and Baghdad. This project, funded by OCHA and UNFPA, aims at strengthening the ability of survivors of gender-based violence to seek support and reintegration capacity in the social fabric in the governorates of Nineveh and Kirkuk, benefitting from an integrated approach of GBV and MHPSS for an effective and complete intervention. This will be done through the direct provision of specialized GBV services and community-based support mechanisms in Nineveh, and Kirkuk with a strong emphasis on building partnerships with and between different sectors and working with communities on prevention and risk mitigation, providing comprehensive training to GBV and non GBV service providers (e.g. case managers, psychologists, medics and paramedics, lawyers), to build and strengthen a multi sectoral response for GBV survivors at the community level.

Role and Responsibilities

Project management and implementation

  • Developing context sensitive strategies and implementing the relevant project component of UPP GBV projects in the area:
  • Provide technical expertise on the project, including on GBV prevention, response, risk mitigation, women’s empowerment, capacity building, and coordination related activities;
  • Ensure the highest quality of the GBV interventions, ensuring adherence to international standards;
  • Take leadership of the GBV project in terms of high quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, Government counterparts and coordination mechanism on site, and in synergy with other UPP interventions in the area;
  • Formalize and develop project related operational tools and training modules, with support from the GBV Technical Coordinator and Program Manager;
  • Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum UPP and donor requirements;
  • Monitoring the activities and the results achieved against the project indicators and the PMP;
  • Ensure provided results of the project are creatively and extensively exploited locally and internationally

Program development, strategy and external relations

  • Representation of UPP and active participation in GBV sub-sector meetings and other relevant meetings with partner organizations, donors, and government stakeholders.
  • Liaising with local partners, the other INGO and with all relevant stakeholders;
  • Drive the development and growth of the GBV program within UPP objectives, including supporting proposal development, and feed into country-wide strategy development;
  • Analyze GBV IMS data and other secondary data to inform existing programming

Accountability and reporting

  • Ensure compliance with internal and external reporting requirements as well as DRC policies and procedures, particularly with respect to GBV and the code of conduct
  • Provide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor requests

People Management

  • Lead and manage project team including mentoring, ensuring coordination, recruitment, and capacity development;
  • Ensure appropriate measures are in place for close supervision and technical support for field-based staff;
  • Provide on the job training as required, adapt trainings/coaching to specific staff needs.

Essential requirements

  • University degree preferably in relevant subjects (Social Work, Gender Studies, Humanitarian Affairs, International Development, International Relations);
  • Minimum 3 years of proven professional experience in development/humanitarian project management, with focus on Protection/GBV projects;
  • Excellent oral and written English;
  • Knowledge of the administrative procedures set out by the main institutional donors (EU, UN agencies etc.);
  • Excellent command and understanding of the project life cycle management from need assessment to evaluation;
  • Proven capacities to plan activities successfully targeting results and objectives;
  • Previous experience working under pressure and/or in hardship duty station;
  • Team working skills and proactive attitude;
  • Excellent computer literacy skills;

Desirable requirements:

  • Knowledge of the Middle East context and relevant local actors;
  • Working experience with local counterparts (CSOs, local NGOs, and others) or managing consortium of NGOs;
  • Previous work experience in UN funded projects;
  • Experience facilitating trainings and workshops and mentoring others;
  • Written and spoken Arabic language;
