Capo Missione – Kurdistan

WORK CONTEXT

Cesvi is working in the Kurdish Region of Iraq since 2018, focusing on the sectors of Livelihoods, Social Cohesion and Multi-Purpose Cash Transfer.

The Head of Mission (HoM)  will guide and coordinate Cesvi activities in the region, by supervising the implementation of humanitarian projects in the areas of Erbil and Duhok. At the same time, the HoM will work to expand Cesvi’s presence and activities in the Country.

JOB DESCRIPTION

The HoM will be in charge to supervise, guide and coordinate the ongoing Cesvi activities in Iraqi Kurdistan (KRI) and develop Cesvi’s presence in the Country.

S/He will ensure the quality of implemented activities and the correct application of Cesvi and Donors’ standards, at the same time identifying new funding opportunities and write winning proposals.

The collaboration will start in September 2020.

The main duty station will be Erbil, with frequent field missions to Dohuk and other Governorates. The HoM will be requested to travel to Baghdad for institutional meetings.  .

Main tasks:

Coordination and overall supervision of Country’s programmes and procedures:

  • Supervising projects and giving support to the staff in reaching foreseen objectives in a timely manner, in respect of deadlines and by an efficient use of resources.
  • Monitoring activities, both technical and at administrative level, in coordination with the Desk Officer and according to the established timetable
  • S/He will conduct and record periodical field visits to the projects and meeting with staff to verify activities implementation, problems and getting solutions.
  • Coordination of staff to guarantee (ongoing and new) projects activities and implementation reports, submission of financial reports to donors in coordination with the Desk Officer

Lead in the definition and development of Iraqi Kurdinstan Programme strategy

  • Set the strategic vision and direction of the Cesvi in KRI to serve more people with the highest quality programming possible, and secure the necessary resources to ensure its realization, expanding Cesvi activities in the country, and identifying new funding sources
  • Coordination of all the writing process of a project including identification of funding opportunities, needs assessments, budget and field visits, in liaison with the HQ

Coordination and representation with stakeholders

  • Management and coordination of relations with local and international partners, particularly with Alliance 2015 members in the country
  • Promoting and organizing meeting with donors, institutions, NGOs, local government and international agencies and any other appropriate network aiming at raising Cesvi’s profile within the country, in close collaboration with the Project Managers.

Writing and submitting new proposals, donors acquisition

  • Monitoring of calls for proposal for Iraqi Kurdistan and Iraq
  • Donors’ relations and promotion of Cesvi’s Programmes, both through active participation to forums and workshops and through the organization of ad hoc meetings

Act in accordance with national legislation

  • Check and monitor the respect of national legislation regarding registration of Cesvi in Iraqi Kurdistan and in Iraq and any other legal provisions affecting NGOs’ work
  • Ensure compliance to local regulations and local labour law.

Security Management

  • Management of safety and security of Cesvi staff and premises in the Country

ESSENTIAL REQUIREMENTS

  • Degree in Project Management, International Development/Humanitarian sector and/or Economic development, or other relevant sectors
  • At least 5 years’ working experience in the sector of international cooperation, preferably in developing countries in the humanitarian sector, with INGOs in emergency contexts and with similar roles
  • Strong writing skills and track record of developing winning funding proposals to donors such as ECHO, Italian Cooperation, UN Pooled Funds, OFDA
  • Strong negotiation and diplomacy skills
  • Ability to build networks and partnerships
  • Strategic thinking and innovation
  • Excellent problem-solving and analytical skills
  • Good organizational skills, ability to follow procedures, meet deadlines and work cooperatively in fragile environments
  • Highly flexible with the ability to set priorities and change programmes according to issues that may arise
  • Leadership: self-motivated, able to take initiative, resilient and able to work independently
  • Proficiency in Italian – written and spoken
  • Proficiency in English, written and spoken
  • Strong computer skills including Microsoft Word, Excel

DESIRABLE REQUIREMENTS

  • Post degree specialization in International Cooperation
  • Previous working experience in Iraq, the Middle East or post-conflict situations
  • Previous experience in implementing humanitarian projects addressed to Refugees, IDPs and Returnees
