Protection/Gender Based Violence Specialist – Tunisia/Libia


Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target populations. In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This includes center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education.

Current projects:

  • UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli)
  • UNICEF: Psychosocial support and remedial education for children of IDPs and refugees (Tripoli – Misrata and Zwara)
  • EU Trust Fund: Protection Enabling Environment and Resilience Services (Misrata)


The collaboration will start in December 2020.

The main duty station will be the Country Office in Tunis, with regular missions to Libya (Misrata) when security conditions allow it.

The Protection-GBV Specialist will work under the technical supervision of the Technical Unit Coordinator and in close collaboration with Misrata Area Program Manager. S/he will be responsible to provide technical guidance, and quality oversight, to the Protection activities including GBV prevention and response activities and Protection services provided by Cesvi to the conflict affected population. The Protection-GBV Specialist will contribute to strategic direction and technical management support in Libya, ensuring it is needs-based, context-appropriate and conflict sensitive.  Main tasks:

– To oversee and provide technical guidance on the implementation of protection related activities, ensuring that project deliverables and activities (including but not limited to provision of psychosocial support, CP/GBV/General Protection case management, cash assistance, community care arrangement) are of high quality, ensuring the adherence with standard operating procedures including the resilience-focused framework adopted by Cesvi in Libya response;

– Regularly provide technical support to the Case Management Team Leader, developing his/her skills to supervise and mentor the case management teams (Case workers and Psychologists) in delivering the project activities;

– Identify training needs and, in coordination with the Technical Unit, provide trainings, follow up trainings and regular coach to the staff;

– Lead the development and the roll-out of technical tools, and ensure quality information data management;

– Collaborate with the MEAL Specialist in order to ensure regular monitoring of the activities and feedback from beneficiaries;

– Conduct regular visits to monitor the implementation of programs, providing the technical inputs for program readjustment;

– Consolidate quantitative and qualitative reports related General Protection, Child Protection and GBV activities as per donors and Cesvi requirements;

– Contribute, as Technical Unit Specialist, to develop sector strategies for Cesvi Libya with reference to General Protection, Child Protection and GBV sectors;

– Ensure that protection related activities are in line with international standards, global guiding principles and with SoPs endorsed at country level by the General Protection, Child Protection and GBV sectors;

– Ensure adherence to PSEA and Safeguarding Policy;

– Proactively participate and represent Cesvi in relevant working groups.

– Support with recruitment of specialized program staff needed that have survivor-centered attitudes


  • Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social studies or another appropriate field; Postgraduate degree preferred
  • Minimum four years’ experience implementing similar programming in an emergency or complex emergency settings; of which at least 3 years must be in the field of GBV and/or protection in emergency;
  • Understands principles and practice of case management approach and can apply to GBV and protection programs;
  • Proven experience providing case management and psychosocial support, directly or in a supervisory role and experience supervising caseworkers;
  • Proven experience in capacity building of national and international staff;
  • Proven experience in adapting and applying the respective Inter-Agency Minimum Standards for GBV and protection in Emergencies Programming and other relevant tools;
  • Proven experience in using GBVIMS
  • Prior experience in Libya (ideal) and/or other security-sensitive environments;
  • Ability and willingness to work in remote and isolated locations with ever-changing security scenarios.
  • Demonstrates commitment to gender equality; Promote and integrates gender analysis and mainstreaming into humanitarian programming
  • Familiarity with the education and protection sectors
  • Solid knowledge of NGO procedures, approaches and operations
  • Knowledge of project cycle management
  • Ability to produce timely project proposals and high quality narrative reports
  • High level of IT skills (Office package)
  • Fluency in English (written and spoken)
  • Fluence in Arabic (highly desirable)
  • Able to guide and support staff
  • Able to apply participatory approaches to engaging with and mobilizing communities
  • Experience in designing, implementing, and evaluating Protection and GBV focused programs
  • Experience in remote management and training
  • Solid capacity in managing a variety of internal and external relationships, especially with partners, and acting effectively as an integration team member
  • Excellent problem-solving and analytical skills
  • Strong communication and diplomatic skills
  • Strategic thinking and planning for protection and GBV response
  • Self-motivated, able to take initiative, resilient and able to work independently.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
  • Capacity in networking and build effective partnerships with local stakeholders
  • Adapts and copes with pressure;
  • Strong interpersonal and communication skills, facilitate a collaborative environment among colleagues and stakeholders to promote effective coordination.


  • Experience in education in emergency programs with refugee, migrants and IDPs children and youth
  • Knowledge of Arabic
  • Familiarity with PSS (psychosocial) guidelines and approaches
  • Knowledge of working with GBVIMS+/PRIMERO
  • Experience in protection integrated cash assistance including Individual Protection Assistance and Cash for Rent
  • Experience working with community based care arrangements and other alternative shelter solutions in emergencies
