Istituto Oikos is an Italian NGO working in the field of environmental and sustainable development in Europe, Africa, Latin America and Asia. In Myanmar, Istituto Oikos is collaborating with the Ministry of Natural Resources and Environmental Conservation (MONREC) to implement sustainable fishing projects in Lampi Marine National Park, Tanintharyi Region.

Position: Project Manager Marine Biologist       

Remuneration: In line with INGO standards, depending on experience and qualifications

Duration: 9 months

Starting date: As soon as possible

Duty station: Lampi Marine National Park, Tanintharyi Region, Myanmar

Tasks and Activities:

Under supervision of Country Director, the Project Manager will be responsible as follows:

ENVIRONMENTAL MONITORING ACTIVITIES

  • In collaboration with experts from University of Exeter and WorldFish, support data collection on marine resources and fisheries in Lampi Marine National Park through engagement of local stakeholders
  • Contribute to the development and testing of monitoring protocols and of a database for the recording of all data on marine biodiversity
  • Support the provision of trainings to Park staff, Department of Fisheries staff, researchers and local fishermen in monitoring protocols to implement year-round surveys
  • Provide technical support and guidance to Park staff in data collection, data entry and analysis of patrolling and environmental data
  • Promote and facilitate community involvement in environmental monitoring activities, including reporting of catch data
  • Provide support to researchers from Myeik University and other local universities for data collection in Lampi Marine National Park

FISHERIES PLANNING AND MANAGEMENT

  • Support the conduction of consultation meetings with local stakeholders to identify fishing grounds and sustainable fishing areas
  • Based on the data collected and the consultation meetings, support the definition of the boundaries of no-take zones and sustainable fishing zones in collaboration with WorldFish and University of Exeter
  • Contribute to the process of finalization and implementation of the new Park Management Plan, especially with regards to the marine component
  • Support the set-up of a joint patrolling scheme among Park Staff, Department of Fisheries, Marine Police, Navy and local communities in the Park’s marine areas

ENGAGEMENT OF LOCAL COMMUNITIES

  • Design, plan and deliver an awareness raising campaign for school children and adults in the 5 villages of the Park, focusing on marine conservation and sustainable fishing
  • In collaboration with WorldFish Fisheries Expert, promote and facilitate community involvement in marine resources and fish stocks conservation including the establishment of 5 Village Fisheries Societies
  • Support the members of the Village Fisheries Societies to develop 5 co-management plans for the sustainable fishing zones
  • Facilitate the organization of meetings, trainings and exchange visits for Village Fisheries Societies members and other local stakeholders
  • In collaboration with a Microcredit Expert, support the establishment of 5 Village Savings and Loans Associations (VSLAs) for the development of income-generating activities

STAFF COORDINATION / COMMUNICATION

  • Ensure proper organization of work and supervision of one Marine Field Officer, who will assist the Marine Biologist in the implementation of all field activities and coordination with local stakeholders
  • Ensure positive and productive working relations and coordination with Park Staff, local authorities and community members
  • Facilitate and maintain effective communication with the Government counterpart, local partners, Non-Government Organizations (NGOs), civil society, universities as well as specialized international organizations

OTHERS

  • Support the Country Director and the scientific supervisors in the definition of possible research programs/priorities to be developed with local and/or international universities
  • Perform other related assignments as required and indicated by the Country Director

REPORTING

  • Ensure regular reporting and feedback to the Country Director regarding field activities
  • Ensure all administrative procedures are followed as per Istituto Oikos standard (including the timely submission of timesheets, settlement lists, etc.)
  • Write a monthly report on the activities implemented and submit by the 5th of each month to the Country Director

Qualifications:

  • Degree in marine biology
  • Excellent English skills
  • At least 5 years of relevant field experience, previous experience in the area of sustainable fishing will be considered an asset
  • Be prepared to be extremely isolated, with limited access to health care and internet connection
  • Good organizational skills with attention to details
  • Excellent interpersonal and communication skills
  • Teamwork and problem solving skills
  • Ability to use standard office software, such as MS Office (Word, Excel, Power Point)
