WORK CONTEXT

Cesvi is operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of leading NGOs in Libya, very active in the coordination of various sector working groups – in particular protection ones – with a diverse donors’ portfolio and serving all vulnerable target populations.

In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. This include center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education.

JOB DESCRIPTION

The collaboration will start in January 2022.

The main duty station will be the Country Office in Tunis, with at least 50% of the contract duration in the relevant Cesvi field offices in Libya (Zwara, Misrata and Tripoli).

The CP Specialist will work under the technical supervision of the Strategic Development and Quality Coordinator and in close collaboration with the PM Education. He/she will be responsible to provide technical guidance, and quality oversight, to the Child Protection (CP) response services provided by Cesvi to the conflict affected population and targeting specifically children at risk of abuse, exploitation, violence and neglect. Main tasks:

  • To oversee and provide technical guidance on the implementation of CP related activities (including but not limited to provision of psychosocial support, case management, cash assistance) ensuring the adherence with the resilience-focused framework adopted by Cesvi in Libya response;
  • Regularly provide technical support to the CP Supervisor, developing his/her skills to supervise and mentor the CP team (Case workers, Social Workers and Psychologists) in delivering the project activities;
  • Iidentify training needs and, in coordination with the Technical Unit, provide trainings, follow up trainings and regular coach to the staff;
  • Support the PM Education in integrating child protection in the non-formal education programs;
  • Lead the development and the roll-out of technical tools, and ensure quality information data management;
  • Collaborate with the MEAL Specialist in order to ensure regular monitoring of the activities and feedback from beneficiaries;
  • Conduct regular visits to monitor the implementation of programs, providing the technical inputs for program readjustment;
  • Consolidate quantitative and qualitative reports related to CP and GBV activities as per donors and Cesvi requirements;
  • Contribute, as Technical Unit Specialist, to develop sector strategies for Cesvi Libya with reference to Protection, CP and GBV sectors;
  • Ensure that protection related activities are in line with international standards, global guiding principles and with SoPs endorsed at country level by the General Protection, Child Protection and GBV sectors;
  • Ensure adherence to PSEA and Child Safeguarding Policy
  • Proactively participate and represent Cesvi in relevant working groups;

ESSENTIAL REQUIREMENTS

  • Master’s Degree in Psychology, Social studies, or another appropriate field;
  • Previous experience with an INGO;
  • Minimum 3 years of experience in the humanitarian sector, of which at least 2 years must be in the field of CP and/or GBV in emergency and/or EiE;
  • Proven experience providing case management and psychosocial support, directly or in a supervisory role and experience supervising caseworkers;
  • In-depth understanding of CP and GBV prevention and response, related international standards, and guidelines;
  • Proven experience in conducted training for both program staff and local organizations/authorities;
  • Proven experience in using GBVIMS and GBVIMS tools, and knowledge of GBVIMS standardized GBV types;
  • Demonstrated capacity and experience in conducting field level assessments including developing tools, e.g. questionnaires, referrals template and modalities, focus group discussions and M&E, in liaison with M&E Manager;
  • Fluency in English (written and oral);
  • Strong computer skills including MS Word, Excel, PowerPoint and email/internet software;
  • Ability and willingness to work in remote and isolated location with ever-changing security Scenarios.

DESIRABLE REQUIREMENTS

  • Experience, preferably in EIE programs, with refugee, migrants and IDPs children and youth;
  • Strong diplomatic skills, and demonstrated experience in networking and building effective partnerships;
  • Strategic thinking and innovation;
  • Adapts and copes with pressure;
  • Respectful and culturally sensitive;
  • Strong interpersonal and communication skills, and ability to work effectively with others within a multicultural team context;
  • Knowledge of Arabic and French;
  • Prior experience in Libya or working in security-sensitive environments.

HEALTH SAFEGUARDING

Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
