Protection Project Manager – Bucha and Kyiv, Ucraina
WORK CONTEXT
Cesvi is an Italian-based NGO.
The Organization in is currently responding to the humanitarian crisis followed to the conflict in Ukraine. Cesvi response in Ukraine is focused on the Protection and Psycho Social support of the most vulnerable population affected by the conflict. In particular, in Bucha district, Cesvi is starting a multi-sector intervention with the following components:
- Education in emergencies: Rehabilitation of damaged kindergarten
- Children Safe Space-CSS: set up of a day care centre
- PSS-MHPSS: direct provision of PSS and training of psychologists and teachers
- Coordination and refferral: mapping of the vulnerable families and of the emergency services available
JOB DESCRIPTION
The collaboration will start in June 2022.
The main duty station will be Bucha and Kyiv, Ukraine, with missions to other areas of intervention in-country, according to accessibility and security conditions.
The Protection Project Manager will manage the project and contribute to the enhancing of Cesvi response to the crisis.
The Protection Project Manager will respond to the Emergency Team in HQ and will work in close collaboration with the Regional Emergency Coordinator based in Poland and Cesvi team in the field.
Main responsibilities:
- Oversee and provide technical guidance on the implementation of the project activities;
- Plan project activities (including budget planning), consolidate quantitative and qualitative reports as per donors and Cesvi requirements;
- Ensurethat project deliverables and activities are of high quality;
- Monitor and evaluate all project aspects, including proper identification of beneficiaries, to recommend appropriate action for enhanced project implementation and monitoring;
- Establish and maintain strong partnerships and liaisons with local authorities, local partners, International Organisations, and other actors linked to the implementation of the project;
- Keep abreast of policies, international standards, and best practices relating to the rights of IDPs, refugees, vulnerable populations, and in particular, protection of women and child rights;
- Explore possibilities and carry out expanded collaboration with relevant authorities and partners on project-related activities, identify new project possibilities arising from institutional donors;
- Prepare general and specific information on program activities as requested, produce reports with particular attention to Risk Management;
- Supervise the activities implemented by the local partners, and facilitate the narrative and financial process submitted by the local partners.
ESSENTIAL REQUIREMENTS
QUALIFICATIONS
Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social studies, or another appropriate field
PROFESSIONAL EXPERIENCE
Minimum 5 years of experience implementing similar programming in emergency or complex emergency settings; of which at least 2 years must be in the field of Project management in emergency[DB1] [OF2] [DB3]
Understands principles and practice of case management approach and can apply to protection programs
Experience in adapting and applying protection and PSS in Emergencies Programming and other relevant tools;
Proven experience in monitoring project activities and support in the identification of necessary amendments and liaison with the local partners, local authorities, and other stakeholders
Proven experience in capacity building of national and international staff
Proven experience in supervision and implementation of procurement procedures and budget management
Demonstrates commitment to gender equality;
Promotes and integrates gender analysis and mainstreaming into humanitarian programming
Familiarity with the education and protection sectors
SKILLS
Solid knowledge of NGO procedures, approaches, and operations
Knowledge of project cycle management
Knowledge of main institutional donors rules and procedures (ECHO, UN Agencies, etc.)
Ability to produce timely project proposals and high-quality narrative reports
Able to guide and support staff
Able to apply participatory approaches to engaging with, and local communities and local partners
Experience in design, implementation, and evaluation of focused programs in education and PSS
Solid capacity in managing a variety of internal and external relationships, especially with partners, excellent problem-solving and analytical skills
Capacity in networking and build effective partnerships with local stake-holders
Experience in remote management and training
Strong communication and diplomatic skills
Strategic thinking and planning for protection response
Self-motivated, able to take resonsibilities, initiatives, and to work independently.
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
High level of IT skills (Office package)
Fluency in English (written and spoken)
DESIRABLE REQUIREMENTS
Postgraduate degree in humanitarian assistance, social work, human rights, international law, social studies
Prior experience in the Ukraine (ideal) and/or other security-sensitive environments
Knowledge of Ukrainian (oral and written)

Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
