CEFA – Established in 1972, the European Committee for Training and Agriculture (Comitato Europeo per la Formazione e l’Agricoltura) is an Italian NGO currently active in 10 countries across Africa, Latin America and Europe. CEFA lays its foundation on the principles of solidarity and cooperation between the different regions of the world in the name of Justice, Human Rights and Peace. CEFA believes in the development of communities and local institutions, aiming to improve families’ living conditions and communities’ economies through capacity building, awareness raising and advocacy for the protection of vulnerable groups and their fundamental human rights.

Objectives and general characteristics of the position:

Working as a member of CEFA Ethiopia’s country coordination team, the Programme Coordinator manages all aspects of the development and implementation of the organization’s rural development programme, facilitating the realization of the organization’s country strategy, managing and evaluating all aspects of CEFA’s rural development projects. The Programme Coordinator also plays a key role in external representation, programme coordination and field teams’ leadership.

Main Tasks and Responsibilities:

Operations Management:

  • Oversee the implementation of CEFA’s rural development programme, in consultation with the relevant field managers and in accordance with the project proposals. Ensure objectives are met within the required timeframes and budgets. Where necessary, ensure that preventative and corrective actions are taken.
  • Facilitate cross cutting communications with all country teams implementing and supporting the programme plans.
  • Support field managers in all aspects of finance, administrative, human resource and logistics management, ensuring knowledge of and adherence to applicable operational systems, donor requirements and country programme strategy.
  • Under the supervision of the Country Director and in coordination with the Country Administrator, ensure that all in-country legal requirements are met including reporting, insurance, work permits, contracts, etc.; so as liaise with government departments and other official bodies.
  • Manage a comprehensive activity plan for the country rural development programme, ensuring its coherence with the timeframes of the projects currently being implemented by CEFA.
  • Conduct periodical need analysis to ensure that the organization’s rural development strategy is in line with the country’s priorities.

 

Financial and HR Management:

  • Supervise projects’ budget management and expenditures, in collaboration with field managers and the Country Administrator, ensuring that budgets are spent according to donor proposals and regulations and within the appropriate timeframe, periodically advising the field managers of the financial status of the projects.
  • Line manage designated staff, including direct supervision and development. Hold regular team meetings, through a consultative leadership approach and a transparent, honest and supportive communication structure, develop and build an effective team.
  • Conduct regular performance appraisals of the staff employed on the field teams.
  • Oversee the implementation of a capacity-building programme designed to increase and improve CEFA field teams’ knowledge and competences.

Quality Management:

  • Ensure that the country rural development programme is implemented in accordance with donor proposals and requirements and in line with CEFA, donor, country and international standards and recommendations
  • Through frequent field visits, regularly assess the quality of the country programme and the single projects implemented by CEFA, providing feedback and recommendations to both the field teams and the coordination office
  • Ensure frequent and appropriate monitoring and evaluation of programme activities and outputs, implementing corrective actions are required.

Mandatory Requirements:

  • Fluency (C1/C2 level) in English (oral and written)
  • University degree in a relevant field (agronomy, development, management)
  • Minimum of five (5) years of relevant working experience in development or humanitarian sectors
  • Proven record of solid programme management skills
  • Demonstrated skills in human resources and financial management, as well as previous experience working in environments that require sensitivity and relationship-building skills
  • Extensive experience in networking, representation and liaison capacity, as well as strategic vision and leadership
  • Solid experience in needs assessments and project proposal writing
  • Self-motivated, flexible, resilient, able to take initiative and work independently
  • Ability to work under pressure, without compromising quality of work
  • Proven ability to handle challenging work loads, with high attention to details
  • Excellent problem-solving and analytical skills
  • High level of IT skills (Windows, Office package)

Desired skills and experiences:

  • Knowledge of Italian language
  • Master degree in a relevant field
  • Previous working experience in Ethiopia is highly desirable
