C.I.F.A. ETS is looking for 1 Expert or a Consultancy Agency to carry out a consultancy in South Wollo (Dessie City, Dessie Zuria, Kombolcha, Kalu) and Addis Ababa (sub-city of Kolfe Kenario), aimed at developing a mapping and a baseline survey of relevant protection services for migrants and returnees. Duration 3 months. Application deadline 17/04/2023.
The project RESTART: Emergency initiative to support migrants, returnees and vulnerable communities in Addis Ababa and South Wollo is an integrated intervention to mitigate the main roots and consequences of irregular migration, and to improve the living conditions of the categories at greater risks exposure. The project – funded by AICS – aims at supporting the reintegration of returnees and preventing the illegal depart of unskilled young migrants, while strengthening the capacities of local services targeting unemployed and vulnerable people in Addis Ababa and South Wollo Zone.
Purpose: In order to understand the existing critical issues at the level of available services with a focus on the vulnerable groups taken into consideration in the target areas (South Wollo and Addis Ababa), and taking into account the problems derived by the recent conflict in the country, among which new flows of internally displaced people in addition to the inflow of returnees with prolonged stay in the capital, the consultant is expected to develop an accurate baseline survey on the availability, usability and performance of protection services (which may also include health services) in a participatory way, i.e. involving the target groups considered (returnees, women, minors) through Focus Groups.
The analysis will highlight the most urgent needs, comparing the areas considered by the project, and will facilitate the monitoring of capacity building activities, as well as a better implementation of the case management and referral activities. Furthermore, the mapping of the services will be reproduced on paper support (map) for distribution of the maps in public offices, clinics, health centers, places of transit, in the target areas.
Location: South Wollo (Dessié, Dessié Zuria, Kombolcha and Kalu) and Addis Ababa.
Duration of the Consultancy: 3 months, to start ASAP
Expected outputs:
- 1 research report with the softcopy of the cartography (mapping) developed for each Woreda target
- Detailed baseline for each service to assess the level and real and perceived obstacles to access, quality and satisfaction (see specific objective indicators in the Annex. Further indicators may be added).
Key tasks:
Based on CIFA’s previous experience carried out in the services’ mapping, using digital tools, and the information provided by CIFA and its partners on the relevant services in the target areas, the consultant will have to:
- Organize the mapping activity in the target areas of the project, to be implemented with the support of CIFA and CVM staff
- Implement the mapping of relevant services (at least 30 in each target area) and develop a graphic cartography (to be printed out), by using a digital tool
- Present the results of the mapping to the Project partners and local stakeholders and integrate comments whereas relevant
- Prepare a baseline survey for the mapped services in order to produce the relevant values for the project’s objectives indicators (see Annex)
- Develop a draft report of both activities, with comments and recommendations
- Collect and integrate comments, and produce a final report that should be validated by the NGOs staff
Confidentiality and Expectations: The Consultant(s) is expected to perform the service with the highest standards of professional and ethical competence and integrity. Moreover, the consultant(s) has to keep all the information obtained in the process of service delivery confidentiality during the assignment and after assignments are completed.
The consultant(s) must commit to follow high standards of processes of research to ensure high quality products.
Deliverables:
- Reporting of the mapping activity (including analysis and general considerations and recommendations)
- Graphic (digital) maps of services for the target areas (soft copy), to be printed out and delivered
- Detailed baseline for each service, according to set indicators (see Annex) and others to be proposed by the Consultant
Remuneration:
Deliverables will be reviewed and validated by CIFA prior to the due payments.
Valid and tax due date receipts/invoices are required for all installments and payments.
The payment for the consultancy service is planned according to the following schedule:
- 20% of the agreed remuneration upon signature of the consultancy contract
- 40% of the agreed remuneration upon submission and validation of deliverables 1 and 2
- 40% of the agreed remuneration upon submission and validation of deliverables 3
Qualification:
- Master university degree in Sociology, Anthropology, Social Work, Geography, Human rights or relevant field/experience in the area of consulting
A degree or certificate in migration studies is desirable.
Experience:
- Minimum 5 years of progressively relevant professional experience in policy dialogue, coordination, governance, that combines research and practice
- Experience with vulnerable groups (returnees, migrants, IDPs, mothers alone, children and victims of trafficking)
- Experiences related to Protection, Gender and Psychosocial Support
- Experience in working and developing partnerships with governments, relevant experts, international organizations, civil society organizations, assistance agencies and donors
- Experience working with NGOs or humanitarian organizations
IT:
- Good knowledge of Microsoft Office, PowerPoint, Excel and Word
- High knowledge of digital tools for mapping/visualization of result
Personal Skills:
- Strong knowledge of migration context & migration international and national legislation
- Be proactive, empathetic and have an understanding of the issues surrounding the beneficiaries
