I. Context
1. General context
On the 8th of December 2022, the European Union launched Call for proposals to promote equality and to fight against racism, xenophobia and discrimination (CERV-2023-EQUAL) under the Citizens, Equality, Rights and Value Programme (CERV).
The call’s objective is to support a comprehensive and intersectional approach, funding specific actions to prevent and fight against discrimination and combat intolerance, racism and xenophobia, in particular on grounds of racial or ethnic origin, colour, religion, sexual orientation, gender identity, including when this manifests itself in the form of antigypsyism, anti-Black racism, antisemitism, anti-Muslim hatred and LGBTIQ phobia.

Médecins du Monde Italy (MdM- I) and its partners, Médecins du Monde France (MdM-F) and Médecins du Monde Belgium (MdM-BE) plan to apply to this call (deadline: 20th of June) and are looking for external consultant to support them to prepare full package of their joint project application. Project country locations would be Italy (MdM-I), Bulgaria (MdM-F) and Croatia (MdM-BE) and possibly Bosnia – and – Hercegovina (MdM-BE).
2. Specific contexts
MdM Italy is implementing domestic programs focusing on migrants and asylum seekers and vulnerable groups suffering from discrimination and social exclusion since 2015. While delivering health services, MdM is very active in awareness raising and advocacy activities both at local and national levels.
MdM France in Bulgaria is actively working in Bulgaria since 2004 with initial focus on a Roma neighbourhood in Sliven targeting SRH and health education. The scope of the operation was widened to cover environmental health and psychosocial support to children, as well as other topics (poverty, administrative registration, etc.), which enhanced the outreach to other groups suffering from discrimination in Bulgaria.
MdM Belgium in Croatia is active since 2016 working with asylum seekers (asylum seekers reception centers in Zagreb and Kutina) but also since 2019 with Roma population in Međimurje County and from last year with Ukrainian refugees (with opening of MED-info center in Zagreb). Apart from providing in-site health services and/or health mediation services to vulnerable groups of population, MdM-BE in Croatia is also continuously advocating for their rights.
Partners would specifically apply under call’s priority 1 – Fighting against discrimination and combating racism, xenophobia and other forms of intolerance, including antigypsyism, anti-Black racism, antisemitism and anti-Muslim hatred. During project’s development process, some additional partners might be added in the consortium.
3. HR
He/She will liaise on a regular basis with :
– Coordination teams in Italy (MdM Italy), Bulgaria (MdM FR), Croatia (MdM-BE) and possibly Bosnia – and – Hercegovina (MdM-BE)
– MDM Italy HQ, MdM France HQ and MdM Belgium HQ teams
No field trip is required, the position is home-based.

II. OBJECTIVES
1. Objectives
Ensure the timely submission of a quality consortium’s application to call CERV-2023-EQUAL with development of a complete package project proposal.
The proposal will have to be submitted by 20th June 2023 on EU CERV online portal.
• First draft version 15th May with comments to be finalized by 22nd of May 2023.
• Final draft version for internal review/approval by HQ of partners maximum 31st of May 2023.
2. Main responsabilities
– Coordinate the application preparation process and consultations with project’s partners
– Ensure that all EU CERV requirements are being met
– Write application documentation (project document and annexes) according to the field information received and in line with EU CERV priorities for this call
– Follow-up that the tasks are being done under the agreed schedule
– Support project’s leader to submit project on online EU CERV portal
– Ensure quality project’s methodology including community-based approach, intersectionality and full adherence with accountability standards

Expected results
1 A quality full package application is sent to partners (project document form and annexes):
– final draft version for internal review/approval by HQ of partners maximum 31st of May 2023
– final submission on 20th of June 2023 on EU online portal
2 All EU CERV requirements are taken in consideration in the application submitted
3 The coordination of the application preparation is conducted smoothly

How to apply?
The offer should include:
− CV including list of successful EU projects previously developed
Proven experience on anti-discrimination topic – especially in project’s locations countries – will be considered as an asset during consultant’s selection process.
− A comprehensive timetable of project development process
− A financial offer (including all costs)
