Working context
WeWorld supports people in overcoming emergencies, and it strives to guarantee that everyone can have a decent and dignified life as well as opportunities and a better future. In March 2022, WeWorld launched humanitarian operations to provide relief assistance to Ukrainian refugees in Moldova, and internally displaced persons in South-Western Ukraine (Odessa Oblast). Psychosocial support and Education in Emergencies (EiE), food (fresh fruit and vegetables) and non-food items (hygiene items, school supplies and winterization items) distribution, are among the main sectors of WW response to the Ukrainian crisis. Focusing mainly on vulnerable children and women, WeWorld provides support to the most vulnerable groups residing in the refugee accommodation centers (RACs), such as the Roma community, and to refugees hosted in private accommodations in Chisinau and Criuleni districts in Moldova, as well as to IDPs residing in temporary shelters and host communities in Reni and Izmail districts in Southern Ukraine.
Purpose of the Role
The Education in Emergency Project Manager will work under the direct responsibility of the Programme Coordinator and will be responsible for the successful implementation of education activities (including PSS activities), providing guidance to the project team in achieving the set goals in respect of time, quality, and budget standards. The Education in Emergency Project Manager will also be responsible for the development of project proposals in the education sector.
MAIN FUNCTIONS AND DUTIES
Project Management
- Responsible for the planning, implementation, and management of project activities, ensuring accurate and timely reporting (narrative and financial) according to WeWorld and donor requirements.
- Design, implement and monitor project workplans, and proposing updates and amendments as needed.
- Provide supervision, guidance, coordination, and monitoring of the project staff, ensuring clarity over project plans and priorities, encouraging effective team.
- Provide the Country Representative and the Programme Coordinator with regular action plans and project updates advising of any deviations from the plan.
- Perform other duties within the area of responsibility, as requested by the supervisor.
Coordination and Representation
- Ensure relations with communities and local government are in place.
- Support in the establishment and maintenance of relations with the humanitarian community in Moldova.
- Ensure constant and cooperative relation with Donors.
- Develop and maintain appropriate, regular, transparent and supportive communication with the assigned project staff, and relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs).
- Participate in humanitarian coordination meetings, representing WeWorld and reporting on relevant issues and updates to the Programme Coordinator.
Budget and Administration
- Manage the project budget and ensure all expenses are made according to the budget and meet WeWorld standards on financial management, including accountability and good governance, in strict collaboration with the Country Finance Manager and with AFC Responsible in HQ.
- Ensure that all expenditures comply with donor requirements and WeWorld Financial Rules and Regulations.
Monitoring and Evaluation
- Contribute to designing project monitoring plans and specific tools to assess the progress of the project.
- Monitor progress on the implementation of activities and of results/objectives achieved through field visits, meetings with partners and stakeholders, data collection, and analysis.
Reporting and Accountability
- Ensure periodic internal reporting.
- Draw up narrative and financial donor’s reports, intermediate and final (in collaboration with WeWorld local office and HQ).
- Prepare activity/project reports and analysis of the data collected on a regular basis or upon request.
- Provide regular reports/updates to the Country Representative on all activities carried out
Job Specifications
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Master’s degree in social sciences, economics, international affairs or related field required.
- Fluent in English both written and verbal, Romanian and/or Russian is a plus.
- Computer literacy with proficient use of MS Office suite (especially MS Excel).
Professional experience
- Minimum 3 years of working experience in project implementation working on humanitarian/recovery programs in insecure, complex, and volatile environments.
- Minimum 3 years working experience in Education in Emergency sector.
- Proven experience in Project Cycle Management, including budget management, planning, reporting, monitoring and evaluation.
- Proven experience in grants management.
- Experience in proposal development and donor reporting.
- Experience in Child protection.
Skills and Abilities
- Strong flexibility and capacity to rapidly adapt to fast changing environments.
- Capacity to work autonomously and in problems prevention/resolution.
- Proven organizational skills and ability to effectively manage multiple tasks while promoting positive working relationships with colleagues.
- Ability to identify, initiate and maintain good relationships with partner organizations, donors and national authorities including building professional relationships with senior decision-makers and influencers / leaders.
- Good communication, negotiation skills and sensitivity in dealing with local institutions on critical issues.
- Cultural, gender, religion, and age sensitivity and adaptability.
- Strong commitment to WeWorld Mission, genuine interest for international cooperation development topics.
DESIRABLE REQUIREMENTS
- Knowledge of Italian will be considered as an asset.
WHAT WE OFFER
Type of contract: a first 3 (three) months collaboration contract subject to evaluation; a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first three months of contract.
Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; schooling, flights for children and insurance coverage for children)
Others conditions: Tax Treatment: equal tax treatment between Italian and foreign residents is guaranteed
Annual leave: 2,5 days/month (working days)
Flight ticket: one return flight every 12 months of contract
