HELPCODE is looking for a special, creative person, able to launch herself/himself beyond the obstacles to find alternative solutions to daily problems, with an enterprising spirit and enthusiasm, for managing all the financial and compliance aspects in line with the Organization and Donors requirements

Professional profile: Country Finance and Operation Manager

Department: Finance

Location: Tunis, with possibility of missions to Libya

Duration of contract: 6 months renewable

Salary: Remuneration will be defined coherently with the candidate’s past experience and in line with the parameters of international donors

Starting date: 1 July 2023

Objective: The Finance and Operation Manager is responsible for the proper technical performance of all accounting-financial activities, procurement and all human resources activities of the mission and its projects. In this context, s/he ensures the correct and effective management of financial, procurement and human resources, in accordance with the Organization procedures. In addition, s/he will ensure that both program and operations staff improve their understanding of different finance mechanisms and build their capacity to adhere to donor regulations related to reporting, invoicing, procurement and compliance.

The Finance Manager reports to the Country Representative 

Main responsibilities and tasks

Grants Management and Compliance

  • Ensure timely donor and sub-award agreement/contract development and review, both with donors and partners, ensuring adherence to both HELPCODE and donor procedures.
  • In close collaboration with the Project Coordinators, ensure that all financial reports are prepared according to donor requirements and templates, and submitted on time.

Internal Control

  • Ensure financial records are maintained as per donor and internal requirements.
  • Ensure timely closure of finance audit recommendations, participate in preparation, implementation and monitoring of corrective action plans.
  • Ensure due diligence is conducted for all new and existing sub awardees and that financial management capacity building plans are incorporated in partner budgets.
  • Develop related action plan with program and finance staff to address any capacity/system gaps.
  • Work with HQ to identify and provide necessary finance management support in each sub-office.
  • Work with Internal Controller to ensure that there is proper segregation of duties in all financial functions.
  • Develop and revise financial management policy as appropriate.

Procurement and Logistic

  • Support the Project Coordinators in preparing procurement plan and tender dossier
  • Verify compliance with Donors’ and HELPCODE procedures
  • Coordinate Helpcode logistics

Financial Management and Analysis

  • Prepare donor financial reports.
  • Consolidate and update a quarterly operational budget.
  • Track invoice payments.
  • Oversee submission of Monthly Field Financial Reports to HELPCODE-HQ.
  • Review budgets with actuals reports to ensure adherence to restrictions on line item flexibility and stated restrictions on accepted costs. Support follow up actions to resolve any identified problem.
  • Ensure that HELPCODE and partners keep supporting documents for all financial transactions and ledgers for Fixed Assets, Purchase Requisitions, Cash Receipts and Disbursements.
  • Leads budgeting processes for Country Program.
  • Supports country program staff with budget forecasting.
  • Capacity Building
  • Build capacity of HELPCODE and partner staff in financial management through training and accompaniment.
  • Actively participate in program meetings as appropriate to effectively plan and collectively coordinate financial and programmatic activities in conjunction with partner capacity building initiatives.
  • Co-ordinate and manage the supply and logistics support for operations, including requisitioning, receiving, storing and issuing goods.
  • Provide supervision and direction of the HELPCODE’s procurement systems.
  • Plan, co-ordinate and manage transportation operations in support of the field operations.
  • Overall management of the vehicle fleet, including dispatch planning and the management of drivers

Confidentiality and accountability

  • Ensure maintaining high confidentiality of information, up to date documents, including processes and verification.

Human Resources

  • In coordination with the Country Representative, S/He Ensures National Staffs Internal Regulations are respected and in line with HELPCODE standards and with the local Labour Law. Ensure Organizational chart and National Staffs Salary grid is up to date.
  • Ensure staff payroll, Health Insurance and Tax calculation is prepared accurately by HR officer. Follow-up of the National and International Staffs annual leaves
  • Supervise the HR officer in the HR recruitment process, appraisal process and induction process is performed as per HELPCODE guidelines, with support of Head of Mission
  • With the support of the HR officer, guarantees that all personnel dossiers are kept in order and updated (e.g. contract of employment, contract’s amendment, CV, national id, pictures, disciplinary measures, leave requests and justifications resignation letters)

Required skills

  • Advanced university degree in finance, business administration or other related field
  • At least 4 years’ experience in similar position
  • Experience with EU and AICS projects
  • Ability to solve problems independently with innovative and creative approaches
  • Project cycle management and preparation of narrative and financial reports
  • Ability to solve problems independently with innovative and creative approaches
  • Ability to plan and implement strategies
  • Skills and aptitude for staff training
  • Good command of English and French,
  • Autonomy in the management of administrative software, apps, etc.

Preferential requirements

  • Experience in Libya
  • Knowledge of the main donors’ procedures (i.e. ECHO, EU, BHA OFDA)
