Description:
WeWorld supports people in overcoming emergencies, and it strives to guarantee that everyone can have a decent and dignified life as well as opportunities and a better future. WeWorld works in 27 countries around the world, including in Italy, with more than 120 emergency, humanitarian aid and development projects. Its activities mainly involve women, girls and young people, actors of change in every community for a fairer and more inclusive world. The organization operates in several natural and man-made crisis in various regions of the world. The emergency response, coordinated by the Humanitarian Aid Unit, is composed by multi-sectorial interventions comprising of WASH, EiE, CVA, Food Security, Protection, and others. The organization operates also in protracted crisis with provision of humanitarian aid through a prevention, emergency relief and rehabilitation approach.
Working context:
WeWorld has been active in Mali since 2019. The sectors of intervention are food security and support to resilience, protection with special focus on child protection and the most vulnerable groups of population, in particular IDPs. Future activities will enlarge the intervention in the fields of education and school feeding, including cash transfer. WeWorld currently works in the regions of Mopti and Gao. Currently we have a national representation office in Bamako, a field office in Douentza et Gao and an operational presence in Mopti with the help of the partners.
Job description:
WeWorld is recruiting a Country Finance Manager for Mali who will works under the direct responsibility of the Country Representative and the technical supervision of the Regional Finance Manager.
The Country Finance Manager will be responsible for the administrative management of the projects implemented in Mali. His/her responsibilities include financial reports, accounting, verification of supporting documents, procurement, human resources, planning and budgeting. It is required to work in close cooperation with the Project Managers and the Country Representative.
Main task and Responsabilities
General Administration
- Track and manage deliverables and timelines related to grants, contracts, vendors, and partners
- Monitor grant administration to ensure compliance with reporting and expenditure requirements
- Supervise compliance of administrative documents and their proper filing
- Ensure the smooth flow of administrative information and data to the HQ
- Supervise flow of administrative information from project partners and the compliance with MoU
- Design and implement administrative routines, procedures, and systems to increase efficiencies
- Ensure compliance with Local Operational Manual, SOPs and develop procedures to implement organizational policies, including those related to HR management
Accounting
- Supervise and approve regular accounting, including monthly reconciliations, monthly and yearly closing of accounts, monthly journal entries
Financial Reporting
- Support the preparation of financial reports, in coordination with HQ and administrative team, to ensure conformity with donors’ procedures
- Supervise and approve annual financial report
Budget and planning
- Collaborate with the Country Representative and Project Managers to develop budgets
- Collaborate with the Project Managers to monitor actual and forecasted expenses against budget to avoid under and overspending on the projects
- Monitor financial flows of the projects
- Coordinate the preparation and constantly monitor/update of core budget of WeWorld in Mali
Procurement
- Coordinate the preparation and launch of tender dossier
- Check the proper filing of procurement procedures
- Collaborate with Project Managers to update procurement tables
- Verifies that all projects’ procurement dossier is complete, and supervises its correct archiving
Audit and Expenditure Verification
- Ensure the timely preparation of all projects’ documents during audits and or project expenditure verifications
- Collaborate to the management of financial audit performed on the projects
- Supervise yearly financial audit on general accounting for local authorities
- Prepare information and be directly responsible for any assessment/audit performed by donor on WeWorld administrative procedure
Human resources
- Supervise administrative and finance local personnel to complete routine tasks and provide for their capacity building
- Participate in analysing staffing needs & costs, compensation & benefits, and performance review practices
- Supervise compliance with all WeWorld employment regulations relating to payroll, health insurance, work insurance, employee benefits
- Support Country representative to monitor and revise where necessary salary scale, as well as supervising staff leaves, holidays, overtime and contractual obligations
Representation
- Participate in inter-admin meetings with other INGOs and NGOs
- Ensure official representation for the administrative management of the Mission to the competent authorities
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Master or equivalent in Financial/Accounting management
- Knowledge of institutional donor procedures (AICS, EU, UN agencies etc.)
- Good knowledge of the financial administration of a humanitarian mission
- Good knowledge of MSOffice
- Fluent in French, both written and verbal
Professional experiences
- At least 2 years of specific experience in finance/administrative positions in the international cooperation sector
- Previous experience in administrative and financial management of emergency projects
- Experience of representation to institutions and participation in coordination meetings
- Experience in budget management and monitoring of logistics procedures

DESIDERABLE REQUIREMENTS
- Knowledge of English would be considered an asset
- Previous working experiences in Mali or in Sahel Region would be considered an asset
