Expert Financial, Administrative and Procurement Officer - Medium - EU-ZIRA3A
In coordination with the Programme Manager of the EU-Zira3a Programme, the Technical Team, AICS Administration, and under the supervision of the Head of AICS Cairo, the Financial, Administrative and Procurement Officer supports the Programme’s financial, administrative, and procurement management, including budgeting, grants, tenders, audits, and overall administrative compliance.
Main Duties:
• Manage the Programme’s administrative, financial, and accounting functions in coordination with the Head of Office, Programme Manager, and AICS Administration coordinator.
• Ensure proper legal, administrative, and financial management of Programme personnel with the Head of Office, Programme Manager, and AICS Administration coordinator.
• Monitor the Programme budget and prepare variations/amendments when required.
• Prepare or oversee administrative acts and documents for Programme implementation.
• Ensure regular updating of accounting records related to the Programme.
• Prepare annual and final financial reports; contribute to narrative reports; and manage relations with the Programme’s audit firm.
• Support correct use and updating of AICS IT system s.
• Assist in fulfilling fiscal, social security, and insurance obligations in line with local and/or Italian regulations.
• Manage relations with financial institutions (local and Italian banks) regarding Programme payments.
• Liaise with AICS Rome administrative/legal offices and the EU Delegation on relevant matters.
• Act as “RUP” if appointed.
• Prepare procurement procedures for works, supplies, services, and grants in accordance with EU PRAG.
• Manage tender and grant award procedures and related documentation.
• Support evaluation committees and serve as a member if appointed.
• Organize procedural and contractual information sessions for companies, consultants, and beneficiaries.
• Ensure adequate visibility and publication of tender documents and lists of beneficiaries/suppliers on Programme and AICS websites.
• Prepare administrative and contractual documents and monitor contract execution and closure.
• Ensure internal monitoring, control, timely payments, and verification of supporting documents.
• Provide all necessary actions for the Programme’s administrative management.
• Perform any other financial, administrative, or procurement-related tasks as required.
