CESVI is an Italian NGO founded in 1985 and based in Bergamo, Italy. With a strong commitment to humanitarian aid and sustainable development, CESVI operates in over 20 countries worldwide, including Palestine. The organization focuses on supporting vulnerable communities through emergency relief and development programs, while also promoting environmental sustainability. Its mission is rooted in solidarity and the belief that development should be driven by local empowerment and global cooperation.
CESVI has been working in Palestine since 1994, and it has developed over the years an expertise in the WASH, Solid Waste Management (SWM), and site management sectors, implementing both emergency and development interventions in both the Gaza Strip and the West Bank. CESVI programmes are supported by strong partnerships with relevant actors in the sector and through strong commitment to coordination and collaboration.
In response to the situation in the Gaza Strip, CESVI has been expanding and consolidating its humanitarian services to the affected populations through implementation of emergency response interventions. WASH, Site Management, Solid Waste Management, and Protection represent the core business of CESVI in Gaza, with activities implemented across multiple locations and in partnership with different local, national, and international actors.
Reporting Lines:
The Gaza Programme Manager reports to the Head of Programmes OPT.
The Gaza Programme Manager is the Line Manager of the sector coordinators based in Gaza (WASH, Solid Waste Management, Site Management, Protection) and of the Accountability and Referral Officer. S/he works in synergy with the Logistic Manager, the HR Coordinator, the Security Manager and the Finance Manager.
Duty station:
Amman or remote (from home), with missions to Jordan/oPt.
Scope Of Position:
The Gaza Programme Manager is responsible of smooth, transparent and efficient management of CESVI Gaza Response portfolio, in coordination with CESVI team in Gaza, CESVI OPT Senior Management Team and Finance Department.
JOB DESCRIPTION
Strategy and Programme- Ensure continuous context and needs analysis, and communication of relevant updates on a regular basis to HoP and HoM.
- Lead on identification of needs and organisation of assessments of humanitarian needs in camps, shelters, and communities.
- Ensure timely implementation of projects and activities included in CESVI programme as per contracts and workplans, both in Budget Holder role for selected projects, particularly on Site Management, and as line manager of other Budget Holders
- Support the HoP in designing the country strategy through the SMT.
- Daily follow-up on Gaza activities; communicate and address challenges to HoP and/or HoM.
- Contribute to new project design and proposal development processes in WASH, Site Management, Solid Waste Management, and Protection.
- Ensure effective collaboration with other partners and stakeholders in the field.
- Participate in coordination meetings on behalf of CESVI when needed.
- Report to HoP on weekly, monthly, and ad-hoc basis on project implementation, including achievements, challenges, and mitigations.
2. Coordination and Representation
- Attend field-based (Gaza) coordination meetings (JHOC, ABC, etc.), either in presence or remotely.
- Coordinate with key field actors, both directly and through the sector coordinators (OCHA, Site Management, WASH and Protection Clusters, donors, AIDA).
3. Staff Management
- Project staff supervision and management in Gaza.
- Identification, organisation, and, when appropriate, delivery of training to staff in Gaza.
- In coordination with HoP and HoM, ensure the selection of national staff needed for the implementation of project activities.
4. Monitoring and Accountability
- Ensure application of CESVI's emergency MEAL processes as agreed with Donors, by acting as a bridge between Program and MEAL Departments, in coordination with the HoP and the Regional MEAL Advisor.
- Support the evaluation of the activities carried out in the country and the capitalisation and dissemination of achievements and best practices within CESVI.
5. Support Functions Management
- Ensure appropriate management of financial means, forecast, budget, and spending, ensuring value for money in coordination with Financial Manager.
- Ensure follow-up on project HR processes in coordination with HR Coordinator OPT.
- Ensure support and planning for all procurement, movement, and other logistics needs in coordination with the Log-Supply Chain Manager.
Education
- Master's degree in Development Studies, Social Sciences, International Development, Humanitarian Affairs, or any other relevant field of study.
Professional Experience
- At least 5 years of proven experience in the development/humanitarian sector, including management of international development or emergency programmes and donor relations.
- Proven experience in project planning, proposal development, reporting, resource mobilisation, networking, partnership building, and collaboration with NGOs.
- Proven experience in managing contracts and mobilising resources from major institutional donors, notably OCHA Humanitarian Fund, IOM, UNICEF, UNDP, WFP, ECHO.
- Experience working in complex humanitarian contexts, preferably in the Middle East or in conflict-affected areas. Experience in Gaza or OPT is a strong asset.
- Experience in WASH and/or Site Management programming is an asset.
Skills and Competencies
- Excellent organisational skills and ability to work under pressure, meeting deadlines in a fluid and fast-paced environment.
- Excellent interpersonal communication skills to liaise with staff, partners, government officials, donors, and other stakeholders.
- Ability to confidently represent oneself in front of senior officials and in coordination forums.
- Understanding of the complete project cycle and its implementation.
- Confidence and competence in the use of MS Office suite.
- Fluency in English (written and spoken) is mandatory. Knowledge of Arabic is a strong asset. Knowledge of Italian is an asset.
PLEASE NOTE THAT:

- Depending on changes in the operational context, the selected candidate must be available and willing to relocate to Gaza with a maximum of two weeks’ notice.

HEALTH SAFEGUARDING
CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.

- Salary range: €3300 – €3525 gross/monthly
- R&R – €600 every 4 weeks (applicable to Gaza field missions only)
