NGO description
Founded in 1950, Doctors with Africa CUAMM was the first NGO focused on healthcare to be recognized by the Italian government. It is now one of the leading organization working to protect and improve the well-being and health of vulnerable communities in Sub-Saharan Africa.
The NGO promotes long-term health cooperation projects, intervening also in emergencies to ensure that services are available to all.
Doctors with Africa CUAMM is currently active in 10 Sub-Saharan countries: Angola, Burkina Faso, Central African Republic, Ethiopia, Ivory Coast, Mozambique, Sierra Leone, South Sudan, Tanzania, Uganda.
The NGO supports public and non-profit hospitals, local districts, schools of nursing and midwifery, university faculties of medicine.
CUAMM’s action focuses on health system strengthening and targets the weakest population groups, particularly women and children. Interventions include prevention, screening and treatment programmes; development or strengthening of referral systems at community level; training of health staff; management support and technical assistance to local health institutions; field research.
CUAMM's international and national staff work together on the front line to strengthen local health systems, in resource-limited contexts where the commitment and contribution of the individual can make a real difference.

JOB POSITION

Job position: Project Admin/Finance Officer
Location: Abengourou, Ivory Coast
Duration: 12 months

Purpose of the role
Working closely with the Project Manager, the Admin/Finance Officer will oversee the administrative management of the project “Life saving skills: Promoting Innovation in Healthcare Training and Skills in Cote d’Ivoire (VITA) / AID 013527”, funded by the Italian Agency for Development Cooperation (AICS), ensuring compliance with administrative and procurement procedures, preparing financial reporting, and supervising the management and maintenance of accounts by local accountants.  

Key duties and responsibilities

  • Maintaining daily project accounting entries in the software and ensuring accurate documentation for final financial reporting.
  • Supervising and training local administrative and accounting staff in project financial management.
  • Managing project cash, bank accounts, and utility/rental payments, ensuring complete supporting documentation.
  • Monitoring project expenditures and submitting regular financial reports to HQ in compliance with established procedures.
  • Supporting the Project Manager with quarterly fund requests and the preparation of interim and final financial reports.
  • Ensuring compliant employment contracts for all regular and short-term project staff in line with national labor laws and budgeted expenses.
  • Verifying that all project training courses are appropriately documented and reported.
  • Overseeing procurement processes for materials, service, and construction contracts in strict compliance with donor and organizational procedures.
  • Coordinating closely with the local Logistics team to ensure all supporting documentation for infrastructure and rehabilitation activities is properly secured.
  • Verifying vehicle utilization and logbook documentation in collaboration with the Project Logistician.
  • Managing and documenting the official handover of project-purchased assets to local counterparts.

Requirements

  • Degree in Accounting, University Degree in Economics or equivalent title
  • Excellent knowledge of French
  • Excellent knowledge of Italian
  • Mastery in using accounting applications
  • Proven professional experience in admin/finance management of international cooperation projects in fragile countries and/or low-resources settings
  • Good knowledge and experience with AICS procedures and financial reporting rules will be considered an asset

TERMS OF CONTRACT
Type of contract: collaboration contract
Salary: TBD according to NGO salary grids and compensation policy (basic salary for the job position, with possible increase based on professional experience)
Annual leave: 2.5 days for each month of work, for contracts longer than 4 months
Flight ticket: one return flight 
Health issues: the NGO provides health insurance and covers vaccination costs
Visa and permits: the NGO bears the cost and paperwork for visa and work/residence permits
Accommodation: provided by the NGO, it can be individual or shared, depending on the logistical situation, the availability at the workplace and the available budget.
Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker
