General context of the project
INTERSOS is a humanitarian organisation founded in 1992, working on the frontlines of crisis situations. In its countries of operation, INTERSOS intervenes to assist the most vulnerable populations affected by conflicts, extreme poverty, natural and manmade disasters in challenging and hard-to-reach areas, where the humanitarian needs continue to be the greatest and where the humanitarian presence is often weak. In such contexts, INTERSOS focuses on providing forcibly displaced populations and host communities with life-saving humanitarian assistance, mainly in the areas of Protection, Health & Nutrition.
INTERSOS’ operations are guided by its Charter of Values and the humanitarian principles of humanity, neutrality, impartiality, and independence. Specifically, INTERSOS is borderless, impartial, independent, sensitive to local cultures, attentive to local capacity, professional in solidarity, and transparent. INTERSOS also adheres to the Code of Conduct for the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief.
INTERSOS’ Programmes Department consists of three Regional Offices: Africa, Middle East and North Africa (MENA) and the Regional Office for Emergencies (ROE). The Programmes Department is supported by the Programmes Quality and Impact Unit, comprising the technical advisors (Protection and Medical), MEAL and the Localisation Advisor. As of January 2026, INTERSOS is operational in 21 countries.
General purpose of the position
The Regional Programme Coordinator plays a pivotal role in the effective implementation of INTERSOS's mission and objectives within the designated region. This role encompasses strategic planning, programme oversight, quality assurance, and coordination with various stakeholders to ensure the delivery of high-impact humanitarian interventions. The Regional Programme Coordinator is responsible for aligning regional programme strategies with the overall organizational goals and ensuring compliance with donor requirements and INTERSOS standards.
The Regional Programme Coordinator hierarchically supervises the Regional Programme and Grants Manager and functionally supervises the Programme Coordinators at the Mission level and/or equivalents in the geographic area of competence.
The Regional Office for Emergency (ROE), currently, covers the following countries: Afghanistan, Ukraine, and Sudan.
Main responsibilities and tasks:
- Strategic Planning and Implementation:
- Provide substantive inputs to the development of the country's strategic plan, ensuring alignment with the Regional and Global Action Plans, as well as with national priorities;
- Provide technical support to programme staff at the Mission level in the development of implementation plans, and follow up on the implementation of such plans;
- Contribute to the development of project proposals, ensuring they align with the country's strategic plan and donor requirements;
- Contribute to the development of the country's fundraising strategy, and proactively engage with donors to secure funding for the country's programme;
- Support the Programme Department in conducting context analysis and feasibility studies for program development.
- Develop and implement regional action plans that contribute to the overall strategic plan.
- Coordinate, supervise, and assess, through the review of PAT and/or other tools, the level of progress achieved by each project. Advise missions in project implementation and monitor the program's status, regularly reporting to the Regional Director.
- Regulatory Compliance:
- Ensure, in collaboration with Heads of Mission, the Regional Finance Coordinator, and under the supervision of the Regional Director, adherence to the INTERSOS Organization Management and Control Model and the application of INTERSOS and donor administrative procedures, rules, and policies for efficient and transparent management of projects, offices, and countries within its competence.
- Responsible for following up with the HoM and Programme Coordinator or equivalent to ensure timely submission of mission documentation and reports to donors and HQ. Supervise the Regional Grant Manager’s control of the narrative reports, in collaboration with Technical Units. ? Responsible for following up with the Programme Coordinator on the audit process for requested program documentation.
- Monitoring and Evaluation:
- Contribute to the development of the country's MEAL plan, ensuring it aligns with the country's strategic plan and donor requirements;
- Establish program-related key performance indicators (KPIs) and monitor the performance of Country Offices.
- Provide guidance and support to program staff in developing and implementing the country's MEAL plan.
- Conduct regular field visits to monitor the progress of program implementation and provide technical support to program staff.
- Ensure program implementation aligns with INTERSOS' policies and procedures, as well as donor requirements.
- Representation and Coordination:
- Support the RD in establishing and managing relationships with donors and partners at the regional level.
- Represent INTERSOS in relevant forums and meetings at the regional level.
- Proactively engage with donors to secure funding for the country's programme.
- Contribute to the development of the country's fundraising strategy.
- Support the Regional Grants in updating INTERSOS database (IMP) content for HQ competence sections based on information provided by Heads of Mission and Project Managers, and verify data accuracy.
- Collaborate with the Communication and Fundraising department to promote content, visibility, and awareness of the organization's work, goals, and financial needs.
- Management of Programme Staff:
- In coordination with the HR department, promote effective communication with programme staff and foster personnel development of the national and international team.
- Support the HQ Human Resources department in recruiting Programme Coordinators by reviewing technical tests and conducting technical interviews with candidates. Manage the Programme roster and pool.
- Organize regional meetings with Programme Coordinators to harmonize work practices, share experiences, build capacities, and roll out new tools.
- Ensure continuity of programme activities during staffing gaps (including deploying roving staff or acting as a temporary coordinator).
- Prepare performance reviews for supervised programme staff.
Required profile and experience:
- Advanced university degree in Social Sciences, International Relations, NGO management, or equivalent work experience.
- At least 5 years of field experience managing humanitarian programmes in complex settings
- Budget management skills
- Strong and proven project design skills
- Experience with donor compliance and reporting
- Robust technical competences in protection and education in emergency
- Strong representation and negotiation skills
- ICT literacy compulsory
- Strong experience with monitoring tools and systems
- Proficiency in English and French is required
- Italian is a plus
