MAIN TASKS
In coordination with the Programme Managers of the EU-Kafi programme and EU-Zira3a programme (hereinafter “the Programs”)
, the Technical Team of the Programmes and AICS Administration, and under the supervision of the Head of AICS Cairo, the Financial, Administrative and Procurement Officer plays a role in the financial and administrative management of the initiatives including procurement and grant cycles, audit procedures, administrative/financial operations, and oversight.
His/her duties include the following tasks:
1. to ensure the administrative, financial and accounting management of the Programs, in collaboration with other members of the PMUs;
2. in coordination with the Head of Office, the Program Managers and AICS Office Administration, guarantee the correct legal, administrative and economic management of the personnel employed in the programs;
3. monitoring, in coordination with respective Program Managers, the program budgets, preparing if needed variation and amendments;
4. preparing (or manage the preparation) of acts and administrative documents for the programs implementation;
5. guarantee the correct and regular updating of accounting documents of the Office, with specific reference to the programs;
6. preparing annual financial reports and final reports provided under the programs and collaborating with the Programs Managers in drafting the narrative reports and related annexes, managing the contract relationships with the appointed audit company for the periodic auditing;
7. in strict collaboration with the Head of Office and the AICS Office Administration, guarantee the correct management of AICS IT tools and, where necessary, the updating and modification of recorded data;
8. support, in coordination with the AICS Office Administration, the correct fulfillment of fiscal, social security and insurance obligations, in compliance with local and/or Italian legislation, with reference to the programs activities and the PMUs’;
9. in strict coordination with Head of Office and AICS Office Administration, manage the relationships with the financial institutions (local and Italian banks) with reference to the programs activities and related payments.
10. in strict coordination with Head of Office and AICS Office Administration, manage the relationships with the competent Offices of Administrative and Juridic Vice Directions of AICS Rome;
11. interacting with EU Delegation for the relevant issues of competence;
12. based on the AICS regulations, acting as “
Responsabile del progetto (RUP)” in case of appointment;
13. supporting in the preparation of works, supply and services procurement procedures, and Calls for proposals for Grant procedures, launched by the Office as contracting authority, in relation to the programs activities, in compliance with European procedures and templates (EU PRAG), mainly for the EU-Kafi program;
14. performing any other activities as requested.
