Location: Amman (remote support to Gaza operations)

Working Context

WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women. Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others. With a people-centred approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt inform the i ntervention of multiple agencies in-country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH (member of the Strategic Advisory Group), Education, Food Security, Shelter, Protection and Health. More recently, WeWorld has launched emergency operations and activities within Gaza to support the ongoing crisis. 

Purpose of the Role

The Procurement Officer will support end-to-end procurement processes, ensuring compliance with organizational and donor regulations while supporting the development of tenders , contracts, and supplier relationships. Responsibilities include supporting the update of procurement plans, coordinating with the logistics and procurement field team, programme and finance teams to ensure conducting all procurements in a compliant and timely manner, maintaining accurate records for audits, and providing technical procurement support to Gaza Operations staff. The role also entails market research, risk mitigation, and process improvements to enhance supply chain efficiency. Additionally, the position shall support cross-departmental logistics and procurement needs and provide procurement guidance to procurement and non-procurement staff.

Main Functions and Duties

Procurement Process Management

  • Support end-to-end procurement processes, including RFQs, ITBs, and tenders, ensuring transparency, fairness, and compliance with WeWorld and donor procedures.
  • Draft and support the management high-level contracts (Supply, Service, Works, Framework Agreements) and ensure proper execution and tracking.
  • Coordinate with Finance to ensure timely supplier payments and adherence to payment schedules.
  • Monitor procurement timelines, proactively flagging delays in processes/payments to the Programme and Logistics Department, and propose mitigation measures
  • Ensure proper archiving of procurement documents per guidelines for audits/reviews.

Compliance & Risk Management

  • Enforce compliance with procurement policies, mitigating risks of fraud, collusion, or conflicts of interest.
  • Conduct market studies to identify suppliers, assess import regulations, and monitor market trends.
  • Conduct due diligence to support supplier selection and contract renewals, including performance evaluation, annual updates and request for vetting to HQ for contracts >€10,000 and annual updates.
  • Conduct prequalification of suppliers to maintain a pre-approved vendor database and suppliers’ performance evaluation.

Coordination & Stakeholder Management

  • Liaise with Program Teams to ensure efficient supply chains and timely procurement aligned with project needs.
  • Support Project managers on urgent procurement requests.
  • Ensure the circulation and adequate implementation of Procurement RACI matrix and ensure its dissemination and application in Gaza Operations

Reporting & Systems Improvement

  • Maintain tracking tools (PRFU, FWA CFU) and ensure weekly updates.
  • Propose improvements to procurement processes and digital systems (e.g., regional meetings).

The duties and responsibilities set forth above are not exhaustive and the role-holder may be required to perform additional duties requested by the Line Manager.

Provide a proper handover before the end of the assignment. 

Job specifications

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

  • Bachelor’s and 1 year of experience or Master degree in Supply Chain Management, Development Economics, or relevant subject.
  • Deep understanding of the country context.
  • Fluency in English.

Professional experience

  • At least 1 year in humanitarian settings in a comparable context.
  • Operational planning experience with strong analytical skills.
  • Representation experience with institutions and participation in coordination meetings.

  • Proactive and dynamic attitude.
  • Ability to adapt and work under constraint, under pressure and in complex and multicultural contexts.

DESIRABLE REQUIREMENTS

  • Experience in large procurement contracts would be considered an asset.
  • Previous work experiences in oPt.

WHAT WE OFFER

Type of contract:  Six-month contract with the possibility of renewal based on performance evaluation and availability of funds.

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex, hardship based on place of work, children’s contributions)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract

Health insurance: covered
