Terms of Reference – Position

Local Coordinator of Activities in the Kharkiv Region

Objective

The selected candidate, based in Kharkiv, will support the Project Coordinator in the coordination, implementation, and supervision of all project activities carried out by each local partner in the relevant area, in compliance with the regulations specified in the official call issued by the Italian Agency for Development Cooperation (AICS) in Kyiv.

The role will support the implementation of activities in line with the full project proposal, both from a financial and programmatic perspective. Additionally, the position will supervise project activities carried out by project management staff and ensure the effectiveness and efficiency of project implementation.

Main Responsibilities

The Local Coordinator will:

• Supervise activities carried out by project staff and ensure accountability
• Contribute to project development
• Plan, organize, and manage the implementation of activities as described in the project proposal
• Provide technical support and ensure effective project implementation
• Assist the Project Coordinator in budget management and ensure that expenditures comply with the approved budget
• Build and maintain strong relationships with local authorities, the lead organization, implementing partners, and other stakeholders
• Act as a focal point for the field team and liaise with project partners when guidance is needed
• Monitor project progress and ensure monthly reviews of work plans according to the project timeline
• Oversee monitoring, evaluation, and reporting activities in line with guidelines and support the relevant staff
• Coordinate and ensure synergies with project partners and staff through regular coordination meetings
• Be available to travel within the region

REQUIREMENTS

Knowledge

• Diploma or degree in development cooperation, political science, or related fields, with technical competencies in financial and human resource management, obtained at least 3 years prior
• Native Ukrainian speaker
• Excellent written and spoken English

Skills

• At least 2 years of experience in managing emergency projects in contexts of political, social, or environmental conflict
• Previous experience with AICS or major institutional donors is an asset
• Experience in managing multi-sectoral projects is preferred
• Experience in managing diverse and international partners is preferred

Technical and Soft Skills

• Strong strategic ability to analyze complex contexts, assessing risks and needs
• Ability to supervise operational aspects of the project
• Strong coordination and supervision skills for local staff and project partners
• Excellent interpersonal skills with a strong aptitude for problem-solving and teamwork
• Strong IT skills and familiarity with reporting systems
• High level of flexibility and adaptability
• Reliability, punctuality, and attention to detail
