MAIN TASKS
The EU-ZIRA3A – EU Integrated Rural Development Programme, financed by the EU for a value of 24 million euros and implemented by AICS, is an area-based intervention for Egypt focussing on agriculture improvements and rehabilitation/construction of new hydraulic infrastructures.
The Technical Expert will provide technical support for the implementation of the Programme. He/she will work under the direct supervision of the Team Leader and the indirect supervision of the EU Portfolio Coordinator and the Coordinator for Rural Development, Food Security and Environment, under the overall supervision of the Head of AICS Cairo.
In particular, the Technical Expert will be responsible for:
· Providing technical expertise for the planning, implementation, and monitoring of agricultural activities in line with Programme objectives and the EU project cycle.
· Supporting the identification, design, and technical formulation of interventions, including the preparation of technical inputs for calls for proposals and tender dossiers (works, supplies, and services).
· Ensuring the technical management and follow-up of Programme contracts and grants, including quality control of deliverables, verification of technical progress, and identification of implementation issues.
· Supporting the Team Leader in the technical evaluation of offers/proposals and in the monitoring of contractors’ and beneficiaries’ performance.
· Conducting regular field missions to monitor implementation, assess results, and provide technical guidance to Field Support Units, implementing partners, and beneficiaries.
· Establishing and maintaining effective technical coordination and institutional relations with key national counterparts, in particular the Ministry of Agriculture and Land Reclamation (MALR) and its affiliated institutions, as well as other relevant stakeholders at central and local levels.
· Contributing to the preparation of Programme reports, including progress reports, annual reports, and other documentation required by AICS and the EU Delegation.
· Supporting the Team Leader in ensuring timely provision of technical information requested by AICS and the EU.
· Facilitating and providing technical support to monitoring, evaluation, and audit missions, including mid-term and final evaluations, Results-Oriented Monitoring (ROM), and internal/external audits.
· Supporting the implementation of communication and visibility activities, in line with EU requirements.
· Based on AICS regulations, he/she shall be available to act as “Responsible for the Procedure – RUP” in case of appointment.
· Performing any other duties as requested by the Team Leader or AICS management.
