Founded in 1950, Doctors with Africa CUAMM was the first NGO focused on healthcare to be recognized by the Italian government. It is now one of the leading organizations working to protect and improve the well-being and health of vulnerable communities in Sub-Saharan Africa.

Doctors with Africa CUAMM is currently active in 11 Sub-Saharan countries: Angola, Burkina Faso, Central African Republic, Ethiopia, Ghana, Ivory Coast, Mozambique, Sierra Leone, South Sudan, Tanzania, Uganda.

The NGO supports public and non-profit hospitals, local districts, schools of nursing and midwifery, university faculties of medicine.

CUAMM’s action focuses on health system strengthening and targets the weakest population groups, particularly women and children. Interventions include prevention, screening and treatment programmes; development or strengthening of referral systems at community level; training of health staff; management support and technical assistance to local health institutions; field research.

Job position: Senior Technical Advisor -  Infection Control and Antimicrobial Resistance (IPC & AMR)

Location: Kampala (with field travel to Lango, West Nile, Acholi, and Karamoja)

Duration: 12 months

Purpose of the role

Within the framework of the project “PRISMA: Prevention, Research, and Integrated Services for Maternal, Child and Cancer Healthcare / AID 013416_01_0”, funded by the Italian Agency for Development Cooperation (AICS) and implemented in collaboration with a lead partner and other Italian and national partners, the Senior Technical Advisor - IPC & AMR will be responsible for ensuring high-quality implementation, management, and coordination of the IPC and AMR project components, in compliance with national laws, organizational and donor procedures, proponent guidelines, and partner standards, to maximize the achievement of project objectives and results within the defined timeframe and allocated resources. 

Key duties and responsibilities:

• Establishing and maintaining regular and collaborative relationships with the CUAMM PM for the relevant area of expertise, as well as with the lead applicant’s PM and thematic experts, project partners, local authorities, and stakeholder organizations in the intervention area; fostering and participating in regular planning meetings and coordination activities, as well as attending multi-level meetings for health policy monitoring and review.
• Coordinating the implementation of project activities under the relevant component in accordance with the approved work plan, project objectives, and organizational and donor guidelines; traveling to implementation sites and hospitals for the coordination and monitoring of cross-cutting interventions on AMR and hospital IPC.
• Developing, within the scope of expertise and in coordination with the lead applicant's infectious disease specialists, a professional training program for staff involved in the project.
• Ensuring the timely preparation of periodic narrative reports required by the PM, the lead applicant, and the donor.
• Guaranteeing the dissemination and publication of results from the relevant project component, in compliance with the visibility guidelines of the lead applicant, donor, and the NGO.
• Ensuring the continuous availability of updated data related to the assigned project component and actively participating in data analysis.

Requirements

• Master’s degree in Public Health or Global Health
• Minimum of  3  years of professional experience in implementing, and managing Infection Prevention and Control (IPC) and Antimicrobial Resistance (AMR) programs.
• Proven knowledge of global IPC standards, AMR surveillance, and health systems strengthening in low-income countries.
• Experience in project implementation, work planning, monitoring, and donor reporting compliance; previous experience in managing projects funded by AICS and lead applicant consortiums is highly desirable. 
• Familiarity with the operational context and previous experience in Uganda will be considered a distinct advantage. 
• Good knowledge of English and Italian.
• Full availability and willingness to travel extensively to project field sites

TERMS OF CONTRACT

Type of contract: collaboration contract

Salary: TBD according to NGO salary grids and compensation policy (basic salary for the position, with possible increase based on professional experience)

Rest days: 2.5 days for each month of work 

Flight ticket: one return flight 

Medical provisions:  the NGO provides health insurance and covers vaccination costs

Visa and permits: the NGO bears the cost and paperwork for visa and work/residence permits

Accommodation: provided by the NGO, it can be individual or shared, depending on the logistical situation, the availability at the workplace and the available budget.

Other costs: the NGO covers costs related to housing utilities and internet; food and personal expenses are covered by the worker
