AIDOS - Country Admin / Compliance Officer - Etiopia

AIDOS (ASSOCIAZIONE ITALIANA DONNE PER LO SVILUPPO) sta selezionando un/a Country Admin / Compliance Officer da inserire nella sua operatività in Etiopia. Durata 12 mesi. Tipo contratto: Tempo det. Scadenza candidature 31/01/2026 The assignment is part of international cooperation projects co-financed by AICS, which require strict application of the procurement and administrative management procedures set out in the AICS Guidelines and Italian and Ethiopian legislation.  Expected starting date: February 2026  Contract duration: 1 year renewable   Duty station: Addis Abeba, Ethiopia  Report to: Country Representati ve (CR) and Italy HQ  Objectives and general characteristics  The Country Admin / Compliance Officer oversees AIDOS Ethiopia’s administrative and financial operations, supporting the Country Representative and HQ Desk Officer to ensure compliance with internal and donors’ policies and local laws. The role includes financial oversight, HR management, logistics, procurement, and donor compliance. The Country Admin manages funding proposals, financial reporting, and agreements with partners and authorities, supervising a team and reporting to both the Country Representative and HQ.  Areas of Responsibility   Administrative Organization 
  • Recruits human resources in collaboration with CR 
  • Supervises, and evaluates admin/support staff 
  • Ensures compliance to AIDOS and donors' policies and local laws 
  • Provides technical assistance to partners and monitors field operations 
 Finance and Budgeting  
  • Coordinates with HQ on audits and financial statements 
  • Supervises and verifies bank accounts, cash flows, and bookkeeping 
  • Oversees budget follow-up and fund requests 
  • Maintains administrative archives and supports project audits 
  • Provide support to local partners in finance and budgeting ensuring accurate, timely, and comprehensive reporting in line with organizational and donors’ standards 
 Project management  
  • Prepares financial reports and supports budgeting for new and ongoing projects 
  • Monitors expenses and cash flows across projects 
  • Assists in annual financial planning and forecasting 
  Human resources management, legal compliance  
  • Reviews staff contracts and ensure legal compliance 
  • Manages admin staff performance and HR documentation 
  • Oversees NGO registration, taxation, and expatriate staff procedures 
  • Administers health schemes and maintain personnel records, ensuring data security and full compliance with relevant organizational policies and procedures. 
  • Manages relations with project local partners 
 Procurement and Logistics  
  • Develops and implements procurement plans per donor and local regulations 
  • Manages tenders, supplier negotiations, and contract execution 
  • Trains staff on procurement processes and supervises asset management 
 Management Control  
  • Ensures compliance with financial procedures and internal budgeting 
  • Monitors accountancy for effective control 
  • Trains staff on anti-corruption and risk mitigation. 
 The Country Admin is available to perform any additional duties required by the Country Representative and HQ Desk Officer in line with the profile.  Mandatory Requirements 
  • University level degree in public administration, business, economics, financial management, political sciences, cooperation and development or another relevant field 
  • A minimum of 5 years of financial management, grants management, planning and managing tenders, contracts, and reporting for the procurement of goods and services or similar experience.  
  • At least 3 years’ experience in a Country Admin or Head of Finance position or role with similar management level and responsibilities. 
  • At least 3 years of demonstrated successful experience in international relief, cooperation and development sector in a similar position is required. 
  • In-depth knowledge of PRAG, AICS and European Union administrative procedures, and Italian regulations on public procurement. 
    • Demonstrated effective verbal and written communication, negotiation skills, multi-tasking and organizational skills. 
  • Demonstrated experience with major institutional donor’s financial management requirements and proved ability to prepare donor’s financial reports (AICS, EU). 
  • Excellent knowledge of spoken and written Italian and English. 
  • High proficiency with Microsoft Office Suite, particularly Excel. 
 Desired Requirements 
  • Possession of MBA or Master in a related field is a strong plus. 
  • Previous work experience in Ethiopia is a plus. 
  • Fluency in Amharic is a strong plus.
